10. Summary of thesis results:

The thesis has clarified the theoretical basis of the fund as a banking and non-bank financial institution as well as as a form of saving money, mandatory reserves or spending for a certain purpose. The enterprise's science and technology development fund is a case of keeping money to spend for the purposes of science and technology development to innovate products and improve the competitiveness of the enterprise. The thesis has clarified the nature of the autonomy and self-responsibility of the enterprise in general operations and in setting up the development fund in particular. At the same time, the thesis has analyzed a number of major barriers arising in the practice of setting up, using (disbursing) this fund, in which it especially emphasizes the administrative barriers of financial management agencies and science and technology management agencies, and the barrier of rigid norms. These two barriers take away the initiative of enterprises in seizing investment opportunities to develop new products based on scientific research, even at the level of product adaptation research.

Combining analysis of international experience, domestic practice and VTC Mobile case study, applying innovation theory, Luan Van has proposed 2 groups of solutions: one group is temporary, local, the other group is basic synthesis that needs to be solved at the macro level - changing the fund provisioning rate to be more flexible than the provisions in the Law on Corporate Income Tax, giving autonomy to enterprises along with the responsibility of enterprises before the law in this process.

The novelty of the Thesis is the approach to innovation system to solve the problem from identifying barriers, analyzing the content, causes and proposing solutions to overcome them.

11. Practical application:

It is possible to consider applying in the case of VTC Mobile - as a policy pilot with control (post-control) by the state management agency of finance and science and technology.

10. Summary of the findings of the thesis:

The thesis clarifies the theoretical bases on the Foundation as a banking and non-banking financial institutions and as well as a form of money saving, compulsory reserve for using certain purposes. The Science and Technology Development Foundation of enterprise is the form of the money reserved for the science and technology development purpose to develop innovative products and improve the competitive capacity of enterprise. The thesis clarifies the nature of autonomy and self-responsibility of enterprise's activities in general and in setting up the Foundation in particular. Also, the thesis analyzes some key barriers arising in practice of the setting, using (disbursement) of this Foundation, with the emphasis of the administrative barriers of financial management and science and technology management agencies, rigid norms. These two have barriers lost the activeness enterprises in seizing the opportunities for the development of new products based on scientific research, even in range of adaptation research.

Combining international experiences, domestic practices and VTC Mobile case study, using innovation theory, the thesis proposes two solution groups: a temporary and concrete group; another group should be addressed at the macro level - changing to more flexible norms of the money allocation for S&T Foundation of enterprise which regulated in the Law on corporate income tax, autonomy for enterprises in parallel with their responsibilities under the law in this process.

The novelty of the thesis is an innovation system approach to solve the problem of identifying barriers, analyzing reasons and offering solutions.

The results of this thesis may consider to apply in the case of VTC Mobile - as a pilot policy under control (post-check) of State management agencies in finance and science and technology.
