Information about the thesis "Improving the management process of scientific research projects at the Ho Chi Minh City Department of Science and Technology through the application of the 6 Sigma management model" by graduate student Do Thi Quynh Huong, majoring in Science and Technology Management.1. Student's Full Name: Do Thi Quynh Huong 2. Gender: Female 3. Date of Birth: October 26, 1979 4. Place of Birth: Thai Binh 5. Decision No. 1376/QD-XHNV-HKSDH dated October 29, 2008, of the Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, recognizing the student. 6. Changes during the training process: None 7. Thesis Title: Improving the management process of scientific research projects at the Ho Chi Minh City Department of Science and Technology through the application of the 6 Sigma management model. 8. Major: Science and Technology Management; Code: 60.34.72 9. Scientific Advisor: Assoc. Prof. Dr. Pham Ngoc Thanh, Faculty of Management Science, Hanoi University of Social Sciences and Humanities 10. Summary of thesis results: The thesis has achieved the following main results: - Clarifying the theoretical basis of the scientific research project management process; the main issues of the Six Sigma management model and its application to improve the management process of scientific research projects. - Evaluating the current state of scientific research project management at the Ho Chi Minh City Department of Science and Technology according to the current process. The current state of scientific research project management over the years shows that the current process still has limitations that need to be overcome. The most obvious limitations are the rigid administrative nature and the unreasonable level of participation and commitment of relevant stakeholders. - Clearly explaining solutions for applying the Six Sigma model to improve the scientific research project management process in Ho Chi Minh City. Six Sigma is an advanced management solution that has been widely applied in the field of economic management. The current management process for scientific research projects applies a quality management model based on ISO standards, but it has also revealed certain limitations. We can effectively combine Six Sigma and ISO. Examining the application of Six Sigma shows the suitability and effectiveness of applying the DMAIC process to identify the root causes of variation, correct errors, and improve the efficiency of managing scientific research projects in the current situation. The thesis also clearly identifies the necessary factors ensuring the success of applying the Six Sigma model, such as operational mechanisms and supporting policies (input-output management, coordination, monitoring, sanctions, accountability, etc.). These supporting mechanisms and policies are essential and are conditions for the process to operate smoothly and achieve the set quality and objectives. 11. Practical Application: Application at the Department of Science and Technology. 12. Future Research Directions: Through studying the management process of scientific research projects at the Department of Science and Technology of Ho Chi Minh City, the author proposes that in the future, focus should be placed on the following three issues: To ensure that science and technology penetrate deeply and broadly into socio-economic life, it is necessary to continue improving the comprehensive management process up to the application and evaluation of the effectiveness of scientific research projects in practice, rather than just stopping at the acceptance and acceptance of research results as is currently the case. It is necessary to conduct research to adjust and supplement the legal framework to create conditions for scientific and technological activities in general, and management in particular, to achieve higher effectiveness and efficiency, in line with the practical realities and specific requirements of this field. Through the study of applying Six Sigma, if conditions permit, and with the commitment of the unit's leadership, we can conduct research to develop a specific Six Sigma project for the management process of scientific research topics 13. INFORMATION ON MASTER'S THESIS

1. Full name: Do Thi Quynh Huong 2. Sex: Female 3. Date of birth: October 26, 1979 4. Place of birth: Thai Binh city 5. Admission decision number: 1376/QD-XHNV-HKSDH Date October 29, 2008 of the Rector of the University of Social Sciences and Humanities, Hanoi National University 6. Changes in academic process: No 7. Official thesis title: Improving the management process of scientific research at the Department of Science and Technology of Ho Chi Minh City through the application management 6 Sigma model. 8. Major: Science and Technology Management - Code: 60.34.72 9. Supervisors: Prof. Pham Ngoc Thanh – Science Management Faculty, University of Social Sciences and Humanities of Hanoi. 10. Summary results of the thesis: The thesis has achieved major results are as follows: - To clarify the theoretical basis of the management process of scientific research; the key issues of six sigma management model and the ability to manipulate the process to improve the management of scientific research . - Assess the current status of management research scientist at the Department of Science and Technology Ho Chi Minh City under the current process. Status of management of scientific research for many years has shown that there is still a need to overcome certain limitations. The most obvious drawback is its administrative rigidity and ability to participate, the level of commitment of the components involved is not reasonable. - Interpretation the clear solution for applying Six Sigma model to improve management processes of scientific research in Ho Chi Minh City. Six Sigma model is inherently an advanced management solution, has been widely applied in the field of economic management. Process management of scientific research are applied to current models of quality management standards ISO, but also revealed certain limitations. We can combine Six Sigma and ISO performance. The consideration of applying Six Sigma promises the relevance and effectiveness of the application of DMAIC process to discover the root causes of variation and improve, leverage management efficiency of research science in current situation. - The thesis also specifies the factors necessary to ensure the success of the application of Six Sigma model as operational mechanism and policy support (input – output management, coordination, supervision and sanctions and responsibilities ...). The mechanisms and policies are needed to support and process conditions for the smooth operation and quality, achieving the set objectives. 11. Feasibility: Applications at Science and Technology Department of Ho Chi Minh City. 12. Further research directions (if any): By studying the process of managing research scientist at the Department of Science and Technology Ho Chi Minh City, the author proposes three issues that should be focused in the future: - in order to help science and technology to penetrate deeply into the economic life - society, there's a need to continue to improve the general procedures to process applications and assess the effect on the actual application of the scientific research, not just at the hand-over and receiving the results of research as currently. - Research is essential in order to adjust and supplement the legal basis to create conditions for scientific activities and technology in general and in particular the management to achieve effective, more efficient, consistent with practical and specific needs of these works. - In studies of applying Six Sigma, if conditions allow, with the commitment of unit leaders, we can perform further research as creating Specific Six Sigma project in response to process management of scientific research. 13.
