Summary of the results of the thesis: 1) The thesis has studied the electronic document system formed in the activities of the Party Central Office and the practice of managing this document source. The research results of the thesis have pointed out the shortcomings and limitations of exploiting and using paper documents and the superiority of electronic documents of the Party Central Office. 2) Based on the study of the practical work of managing electronic documents of the Party Central Office, such as: building and implementing management by electronic documents through the computer network; building an electronic database to exploit information for cadres and employees of the Party Central Office, the thesis has described and analyzed in detail the current management of electronic documents on the basis of the Program for managing outgoing and incoming documents; Database for searching and exploiting electronic documents... of the Party Central Office in particular as well as of Party agencies and organizations in general. This shows that the current electronic document management is an important solution to improve the electronic document storage work at the Central Party Office. 3) The thesis analyzes the advantages and limitations of electronic document management as well as the difficulties and advantages of applying information technology in the electronic document management work at the Central Party Office. In addition, the thesis proposes solutions to promote and improve the electronic document management work at the Central Party Office. From the above results, the thesis has contributed to demonstrating the scientific basis of the application of information technology in the current electronic document management work at the Central Party Office. Good management of current electronic documents will contribute to providing accurate and timely information, effectively serving the leadership and direction activities of the Central and the Central Party Office. On the other hand, good management of current electronic documents will create conditions for the development of electronic document archiving, saving unnecessary costs. To achieve that goal, the Central Party Office needs to choose the most optimal solution to manage electronic document resources well, such as: having specific policies and sanctions, training and fostering qualified human resources and appropriate equipment. These are also feasible solutions to build and perfect the current electronic document management work at the Central Party Office today. 12. Practical applicability: It is the basis for building guidelines for managing electronic documents of Party agencies from the Central to local levels; contributing to managing and promoting the value of documents of the Archives of the Communist Party of Vietnam. 13. Summary of the findings of the thesis: The thesis is study about electronic document management formed during operation of Party Central Office and actual situation of this management. The results of this thesis have pointed out disadvantages and disadvantages in exploiting normal documents as well as advantages of electronic document at Party Central Office. Based on study about actual situation of electronic document management such as establishing and operating electronic document management via computer network; building up electronic database for exploitation of staff of Party Central Office, the thesis has introduced detailed analysis and demonstration about electronic document management via input/output document management program, database for searching and exploiting electronic documents, ... of Party Central Office in specific as well as other organizations and units of Party in general. Consequently, the existing electronic document management is an extremely important solution for enhancing and perfecting electronic document archive at Party Central Office. This thesis also analyzed advantages and disadvantages in electronic document management as well as disadvantages and advantages in applying IT into electronic document management at Party Central Office. On the other hand, the thesis has proposed solutions to enhance and perfect electronic document management. Thanks to these results, the thesis has greatly contributed scientific foundations to IT application into existing electric document management at Party Central Office. A good and well-prepared existing electronic document management shall bring great contribution to providing timely information and serving effectively activities of leaders and guidance/ instructions of the Central and Party Central Office. In addition, a good electronic document management shall help to develop electronic document archive and to save unnecessary expenses. To achieve these, the Party Central Office should choose the best solutions to manage electronic document resources like specific regulations and policies, training and education programs to enhance skills and qualifications of staff as well as compatible equipments. These are feasible solutions for establishing and perfecting existing electronic document management at Party Central Office. 12. Practical applicability: It is foundation to establish orientations for electronic document management at organizations and units of the Party from central level to local one; it also contributes to management and enhances values of archived documents – Communist Party of Vietnam. 13.
