Summary of the results of the thesis: The two main functions of a university are research and training. To ensure the teaching and training functions, lecturers must undertake the research function. In universities, lecturers are the main human resources for scientific research. For scientific research activities to be effective, scientific managers need to have a way to organize scientific research activities to ensure connection and maximize the capacity of four resources: human resources, financial resources, material resources, and information resources. In which, the role of scientific research human resources is the most important, other resources play a supporting role, creating favorable conditions for scientific research human resources. In Vietnam, our Party and State have paid great attention to the development of scientific research activities, especially in universities. There have been many policies to develop scientific research activities in universities. However, up to now, scientific research activities in universities in Vietnam still have many limitations. Ho Chi Minh City Open University has not performed well the scientific research function as required by a university. The lecturers of the School have not yet fully promoted their functions and completed their scientific research tasks well. The main reasons are: The strategy for organizing scientific research activities of the School has not been implemented with specific plans. The school's apparatus mainly focuses on administrative management, and has not yet organized a professional living environment. The issuance of regulations and implementation between departments is not strict and has many limitations. Resources have not kept up with the development of training scale and the requirements of scientific research activities. Based on the research results, the thesis proposes three groups of solutions to improve the capacity of organizing scientific research of Ho Chi Minh City Open University, which are: (1) Group of solutions on administrative management; (2) Group of solutions on finance; (3) Group of solutions to build and implement "university research culture". 11. Summary of the findings of the thesis: The two main functions of a university are doing research and training. Scientific research is a compulsory activity to universities. To help teaching function work well, teaching staff has to do scientific research. In universities, teaching staff is the main research human resource. In order to make scientific research activities operate effectively, Scientific managers must find out a method of organizing scientific research activities that can synthesize and make full use of the four resources: Human Resource, Financial Resource, Material Resource and Informatic Resource. Amongst these four resources, the human resource plays the most important role, the other resources facilitate the functions of human resource. In Vietnam, the Communist Party and the Governement are very interested in promoting scientific research activities, especially in universities. There are many policies that encourage the development of scientific research in universities. However, up to present, the organization of scientific research activities of universities in Vietnam has not failed to meet their goals as expected. The Open University-Ho Chi Minh City has not fulfilled its scientific duties as expected. Its teaching staff has not performed their scientific tasks well. The main reasons are: The scientific strategy of the University has not been planned in detail for execution. The university's administrative system could not create a professional environment for scientific research. The four cold resources do not catch up with the requirements of development of the university's training scale and its scientific research activities. Based on the results of research, the thesis proposes three main solutions for promoting scientific research organizing authority of the Open University, HCMC. They are: (1) Administrative solutions; (2) Financial solutions; and (3) Creating and executing a research university culture. 12.
