10. Summary of project results:

This study systematizes the theoretical basis of human resource management in media organizations, clarifying the concept, content, structure, and role of human resource management in the context of autonomy and digital integration. The study of the current situation shows that the Center has made progress in terms of scale, staff quality, and communication effectiveness, but still faces many limitations: unclear decentralization and autonomy; evaluation mechanisms not closely linked to output results; inconsistent training and human resource planning; rigid compensation; and inadequate application of digital technology in human resource management. This leads to the risk of difficulty in attracting, retaining, and maximizing the capabilities of the staff in the context of fierce information competition.

Based on that, the project proposes a three-module human resource management model: (1) Content – ​​research – editing; (2) Journalism – media economics; (3) Distribution – reader data. This model ensures both in-depth expertise and interdisciplinary connections, closely linking the stages of content production – media – distribution – data, aiming towards a partially autonomous center in terms of finance and human resource management. Accompanying the model are key solutions: improving the institutional framework, digitally transforming human resource management, standardizing job positions, innovating performance-based evaluation and reward mechanisms, building a culture of creativity, encouraging lifelong learning, and considering each individual as a link in the overall value chain.

Theoretically, the study affirms that human resource management in the digital media environment is no longer a purely administrative activity, but a strategic tool that helps media organizations plan, organize, and develop human resources as a key asset, based on data and a long-term vision. In practice, the three-module model and the proposed solutions can serve as a reference framework for many other media organizations in their restructuring towards a modern, flexible, and autonomous direction. A key highlight of the study is the affirmation that people are at the center of all transformation processes: no matter how advanced technology becomes, the thinking capacity, creativity, and political acumen of the staff, reporters, and editors will still determine the value and vitality of a media organization in the digital age.

10. Summary of the findings of the project:

The work has systematized the theoretical basis of human resource management in press agencies, clarifying the concept, content, structure and role of human resource management in the conditions of autonomy and digital integration. Research on the current situation shows that: The Center has made progress in terms of scale, staff quality, and communication efficiency, but there are still many limitations: Decentralization and autonomy are unclear; Evaluation mechanisms are not closely linked to output results; training and human resource planning are inconsistent; incentives are still rigid; the application of digital technology in human resource management is not commensurate with potential. That leads to the risk of difficulty in attracting, retaining and maximizing the capacity of the team in the context of fierce information competition.

On that basis, the project proposes a three-module human resource management model: (1) Content - research - editing; (2) Journalism - communication economics; (3) Distribution - reader data. This model ensures both in-depth and cross-sectoral connections, closely linking the stages of content production - communication - distribution - data, towards a partially autonomous Center in finance and human resource management. Accompanying the model are key solutions: perfecting institutions, digitally transforming human resources work, standardizing job positions, innovating performance-based evaluation and compensation mechanisms, building a culture of creativity, encouraging continued learning, and considering each individual as a link in the common value chain.

In theory, the work affirms that human resource management in the digital journalism environment is no longer a purely administrative activity, but a strategic tool to help press agencies plan, organize and develop people as key resources, based on data and long-term vision. In practice, the three-module model and the proposed solutions can be used as a reference framework for many other press agencies in the process of restructuring towards modernity, flexibility and autonomy. The important highlight of the project is to affirm that people are the center of every transformation process: no matter how much technology developed, the thinking capacity, creativity and political courage of the staff, reporters and editors still determine the value and vitality of the press agency in the digital age.
