The Organization for Security and Cooperation in Europe (OSCE) is an interregional security organization with a complex history, originating from the Conference on Security and Cooperation in Europe (CSCE), which was one of the efforts to resolve the confrontational conflicts between the capitalist and socialist blocs, led by the United States and the Soviet Union, during the Cold War.

Chapter 1 of the thesis clarified the formation and development of the Conference over two decades (1974-1994). However, due to historical demands and internal conflicts within the CSCE, the Conference underwent a transformation in its operational model, from a voluntary conference to a regional security organization with a full operational structure and comprehensive functions in 1994. Since then, as an international security cooperation organization, the OSCE has had better conditions to demonstrate its role in maintaining and building peace in Europe and surrounding regions.

Chapter 2 of the thesis provides an overview of the OSCE's operational model. Currently, the OSCE has established a fully functional working structure, an operational system, and specific programs in various fields. From 1994 to the present, in addition to its role as a mediator, the OSCE has made significant contributions to the European region in establishing and promoting issues related to security: conflict management, reconstruction, and recovery; human rights development; environmental protection, etc.

In Chapter 3, the thesis expanded the relationship between the OSCE and international and regional organizations: the UN, NATO, the EU, the CoE, the CIS, etc., in the activities of security reconstruction and peacekeeping for humanity.

Through research on the OSCE, this article offers some suggestions for a model of cooperation and development for the ASEAN Community in the future.

Currently, the OSCE acts as a mediator in the Ukrainian issue. The OSCE is expected to promote stability and peace in this conflict zone. With its long history and achievements, the OSCE deserves high expectations from the international community for its future progress.
