Chapter 1. In this chapter, the author presented the economic, political, and social premises that influenced the birth of Rousseau's thoughts. The great economic changes affected the French feudal regime. The historical requirement of France at that time was to replace the backward, harsh feudal regime with a more civilized regime that guaranteed human rights. Rousseau's life and career were also factors that directly influenced his political thoughts. The years of struggling to make a living helped him accumulate more experience and in 1742 he published the work On the Social Contract. The work reflected the spirit of the times, the aspiration to build a republican state in which the people were the subjects of that state.

Chapter 2. In this chapter, the author clearly analyzes Rousseau's concept of the formation of state power, the characteristics of state power, and points out the differences in his concept with previous politicians such as Aristotle, Plato, and Mongtesqueiu. Rousseau's concept of separation of powers compared with previous concepts of separation of powers such as J. Locke and Mongtesqueiu. Points out the inheritance of Rousseau's previous concepts of separation of powers and his new, progressive points. That is, affirming popular sovereignty, state power belongs to the people, and state power is unified. On that basis, evaluate the positive and negative aspects of his concept and the ideological significance of state power and the division of state power in his concept with the construction of the current socialist rule of law state in our country.

Chapter 1. In this chapter the author presents the premise of economics, politics and society which influenced the birth of Rousseau's thought. The enormous economic changes have a great influence on French feudalism. Requirements to the history of France at that time was to replace a backward, repressive feudalism regime by a more civilized one that guarantees human rights. Rousseau's life and career was one of the factors that directly affects his political ideology. His hard time of earning his living helped him accumulate more experiences and give birth of his work “Discussing about the Social Contract” whichreflects the spirit of the epoch, the desire to build a republic where the people are the subject of that state.

Chapter 2. In this chapter the author clearly analyzes the Rousseau's concept about the establishment and the characteristics of state power as well as points out the differences between his concept and earlier politicians' such as Aristotle, Plato, Mongtesqueiu. Differences between Rousseau's concept of decentralization and the previous ones such as J.Locke, Mongtesqueiu. Indicates the inheritance of Rousseau's previous concepts of decentralization and his new and progressive ones. From that point, the author evaluates the positives, limitations about his concepts; about the ideological meaning of state power as well as his concept about the division of state power to the establishment of the socialist state
