10. Summary of thesis results:
a) The research topic has studied and clarified: the concept, components, and characteristics of personnel files of officials and civil servants; general regulations on management and exploitation and use; the responsibilities of ministerial-level state agencies in managing personnel files of officials and civil servants; and analyzed the role and significance of managing and exploiting personnel files of officials and civil servants.
b) The research topic has studied and surveyed the management and exploitation of personnel records at 12 ministerial-level state agencies regarding: authority and responsibility; creation and receipt; collection and supplementation; storage and preservation; reporting, statistics, and application of information technology in managing personnel records. In addition, the research topic has investigated the current state of organization and exploitation of personnel records, including: the target of exploitation, the purpose of exploitation; the form and procedures of exploitation; and the content of exploitation of personnel records.
c) Based on the results of the investigation and practical survey of the above issues, the study has assessed the advantages, limitations, and causes of these limitations in the management and exploitation of personnel records of officials and civil servants at ministerial-level state agencies.
d. The research topic has proposed several solutions to improve the quality of management and utilization of personnel records. This is one of the main contents and also the primary contribution of the research topic. These solutions include: perfecting the system of documents on personnel record management; strengthening the direction and management of leaders at all levels; enhancing infrastructure; training and professional development in personnel record management; and applying information technology in the management and utilization of personnel records. To effectively implement these solutions, they need to be carried out synchronously and regularly. However, the research topic has specifically researched and proposed the most important and crucial solution: the application of information technology in the management and utilization of personnel records.
With the above results, the study will help ministerial-level state agencies gain a deeper understanding of the significance and important role of personnel files; identify their advantages and limitations, and thereby select appropriate solutions to improve the quality of management and utilization of personnel files. Furthermore, the study will provide the Ministry of Interior, the highest authority responsible for personnel file management, with additional data to evaluate, summarize, direct, and implement solutions in a synchronized and unified manner.
11. Practical applications:
The solutions proposed in this study are not only applicable to ministerial-level state agencies but also to state agencies in general. Furthermore, the results of this study can serve as a reference and research document for anyone interested in or working in the field of personnel record keeping for officials and civil servants.
12. Future research directions:
The issue concerns determining the value and retention period of personnel records for officials and civil servants, or conducting further research on the exploitation and use of these records.

10. Summary of the findings of the thesis
a) The thesis focuses on the concepts, compositions and characteristics of staff and government official's records; general regulations for the management, exploitation and use; responsibilities of state agencies in managing staff and government official's records; analysis of the role and significance of the management, exploitation and use of staff and government official's records.
b) The thesis investigates the status of the management, exploitation and use of staff and government's records in 12 state agencies: authority, responsibility; form, receive; collection and supplementary; storage and preservation; reports, statistics and information technology applications in the management of staff and government official's records. In addition, the thesis studies the status of organizing exploitation and use: objects, purposes; forms and procedures for exploitation of staff and government official's records.
c) The findings of the thesis demonstrate the stengths, limitations and the cause of the limitations in the management and exploitation, use of staff and government official's records in the state agencies.
d) The thesis initiates some measures to improve the quality of management and exploitation, the use of staff and government official's records. This is one of the main content and also the main contribution of the thesis. The measures include: improving the system of managing staff and government official's records; boosting the leadership and administration of the leaders; reinforcing equipment and facilities; professional training in managing the staff and government official's records and applying information technology. These must be integrated regularly. However, the most important and critical measure in the thesis is application of information technology in the management and exploitation, use of staff and government official's records. With these findings, the thesis helps state agencies be acutely aware of the significance, the important role of staff and government office's records; find the strengths and limitations thereby selecting the appropriate measure in order to improve the quality of management and exploitation, use of staff and official government's records. Moreover, the thesis also helps the Interior Ministry have more materials to evaluate, supervise and integrate.

The measures in the thesis will be applicable to all state agencies in general. The findings of thesis can be used as a reference of all those are interested in or work related to staff and government official's records.
