This thesis systematically presents the process by which the Party Committee of Quoc Oai District (Ha Tay Province) applied the Party's viewpoints and guidelines to lead the development of agricultural economy from 1996 to 2008.

Based on the practical experience of the Party Committee of Quoc Oai district in leading the development of agricultural economy during the years 1996-2008, this thesis objectively assesses the achievements and limitations and initially draws some lessons for the present.

The lessons learned from practical guidance provide suggestions to improve the effectiveness of the Quoc Oai District Party Committee's leadership in developing agricultural economy in accordance with the Party's guidelines.

Furthermore, this thesis can be used as a reference for research, teaching, and learning the history of local Party organizations.
