The thesis systematically presents the process of the Party Committee of Quoc Oai district (Ha Tay) applying the Party's viewpoints and guidelines to lead the development of agricultural economy from 1996 to 2008.
Through the practice of the leadership process of agricultural economic development of the Party Committee of Quoc Oai district in the years 1996 - 2008, the thesis objectively evaluates the achievements and limitations and initially draws some current service experiences.

The experiences drawn from the practical leadership process are suggestions contributing to improving the leadership effectiveness of the Quoc Oai District Party Committee in developing the agricultural economy according to the Party's guidelines.
In addition, the thesis can be used as a reference for research, teaching and learning of local Party history.
