Aiming to propose ways to use financial tools to promote the process of forming information technology policies to serve data management of the population - family planning sector of Ninh Thuan province in a demand-oriented manner to enhance the ability to apply research results into practice, the thesis has determined the research boundaries within the scope of appropriate financial policies for the population - family planning sector in Ninh Thuan province in the period from 2014 to 2020. Systematizing key theoretical issues and the relationship between the criteria of financial tools and the current status of using financial tools and its impact on technology policies in population - family planning data management in Ninh Thuan province, orienting the demand and the ability to apply scientific research results into practice.

Combining theoretical foundations and practical surveys, the thesis has demonstrated and drawn conclusions: Based on the analysis of the results achieved in the population - family planning sector of the province with two criteria of reducing birth rate, stabilizing population size and effectiveness of family planning implementation in the last three years, as well as analyzing and evaluating the current status of data management in the population - family planning sector of Ninh Thuan province, the thesis has focused on proposing solutions on using financial tools to promote the formation of information technology policies in data management of the sector. The implementation process of the proposal includes three stages: Preparing the proposal implementation plan (Determining goals, orientation and assignment of implementation), implementing the proposal using financial tools and evaluating the implementation results.

After surveying, analyzing and evaluating the factors of financial instruments, information technology policies and the impact of financial instruments on the formation of information technology policies; the thesis also explores the content of financial instruments on debt and support funding from the State and management agencies. These are the two important contents of financial instruments to promote the formation of information technology policies in the management of population and family planning data in Ninh Thuan province. At that time, proposing solutions to improve the efficiency of data management in Ninh Thuan is very necessary and important.

Aims to propose ways of using fiscal instruments to promote the formation of the information technology policy for managing data of Population and Family Planning Sector of Ninh Thuan province in the orientation of enhancing the applicability of research findings in the reality, the thesis limits the research scope within the appropriate fiscal policy for the Population and Family Planning Sector in Ninh Thuan province in the period from 2014 to 2020. Systemization of the focus discussed issues and the relationship between the criteria of financial instruments and the real state of using current financial tools and its impact on the IT policy in managing the data of Population - Family Planning in Ninh Thuan province, orienting the needs and applicability the results of scientific research in practice.

Combining theoretical basis and practical survey, the thesis demonstrated and concluded that: Based upon the analysis of the achieved results in the provincial Population - Family Planning with two criteria on reducing the birth rate, stabilizing the population size and efficient of implementation of family planning in the last three years, as well as analyzing and assessing the real state of managing data for Population - Family Planning in Ninh Thuan province, the thesis focuses on consistent solutions to use the financial instruments to promote the establishment of IT policy in managing data of the sector. The process of implementing the proposal consists of three phases: Prepare proposed plan of implementation (Define goals, orientation and task assignment), implement the proposal of using financial instruments and evaluate the performance.

After the survey analysis, evaluating factors of financial instruments, information technology policy and the impact of the financial instruments to the establishment of information technology policies; thesis also goes into exploring the content of financial instruments on debt funding from the state and the administrative agencies. These are two important issues of financial instruments to promote the formation of information technology policies in the management of data on population and family planning in Ninh Thuan province. Meanwhile, the proposal of solutions to improve the efficiency of data management in Ninh Thuan province now is necessary and important.
