Technological innovation is an inevitable need of a business, especially small and medium enterprises if they want to survive and develop in the process of international integration. Investment in technological innovation and finance for technological innovation, finance for technological innovation is one of the most effective measures.

- Survey and analyze the current status of technology and technological innovation activities and the current status of using financial instruments to encourage technological innovation of small and medium enterprises. Analyze the shortcomings and limitations of using financial instruments to encourage technological innovation. However, in reality, the impact of the State's financial incentives and support for investment in technological innovation has not really created a change in technological innovation activities.

- Orient and propose policy solutions to encourage small and medium enterprises in Thanh Hoa province to implement technological innovation to improve competitiveness in the period of international economic integration. These measures need to ensure implementation, consistency, and create effective coordination between management levels, helping financial incentives to bring a new look to the technological level of small and medium enterprises in Thanh Hoa province.
