Thesis"Developing criteria for evaluating the effectiveness of scientific information activities at the Military Medical Academy."

The thesis consists of 3 chapters.

Chapter I:Theoretical basis for evaluating the effectiveness of scientific research activities at the Military Medical Academy.

This chapter has clarified several basic concepts: the concept of scientific information, the concept of criteria, evaluation, and evaluation indicators; and effectiveness. It has presented the objectives; principles and methods for developing criteria for evaluating the effectiveness of scientific information.

Chapter II:The current situation regarding the evaluation of the effectiveness of scientific research activities at the Military Medical Academy.

Chapter II surveyed the current state of organization and management of scientific information activities; and the current state of collaborative evaluation of scientific information activities. The study identified limitations in the evaluation process and the causes of these limitations.

Chapter III:Develop criteria for evaluating the effectiveness of scientific and technological information activities at the Military Medical Academy.

Based on theoretical foundations and practical experience, a set of criteria for evaluating the effectiveness of scientific information activities has been developed, including:

- Technical efficiency criteria

- Economic efficiency criteria

- Social Effectiveness

- Sustainability criteria

The four criteria developed in this thesis ensure novelty in scientific research. Through literature review and reference to previous scientific works, it has been found that no scientific work has yet researched the development of criteria for evaluating scientific information activities. This set of criteria serves as a basis for managers and those working in scientific information to evaluate these activities in a scientific and objective manner. From there, it helps guide the planning of scientific information activities at the Military Medical Academy in particular, and scientific information activities in general.

11. Summary of the findings of the thesis:

The good enough summary on concept of scientific information, scientific information activity, of criteria and criteria for effectiveness estimation was made by the author Tran Thi Mai in the first chapter.

In the second chapter, Ms. Mai has prepared an overview on the scientific information activities at Military Medical Academy for the period of the last ten years. As conclusion of chapter, the author has come to the shortages in methodology for effectiveness estimation on scientific information activity. Among those shortages, there is the problem of setting criteria for estimation.

Four criteria groups were proposed for application for effectiveness estimation on scientific information activity at the Military Medical Academy for the near future.
