Summary of Thesis Results: (Summarize the thesis results, emphasizing new results if any) This thesis was completed based on a comprehensive and comparative analysis of articles, reports, papers, and comments from many experts on the field and subject within the scope of the research topic. Although this is not a new topic, the author has approached the issue from a new direction and in a new context. That is, Vietnam has become an official member of the WTO; and further, the establishment of an ASEAN Economic Community. This research topic also contributes a fresher, more timely perspective to help strategists build and correctly guide the application of non-tariff measures (NTMs) to both maximize their usefulness and be consistent with international trade institutions and regulations. Chapter 1: Theoretical and Practical Basis of the Use of Non-Tariff Barriers. This section examines the experiences of several countries around the world. It presents a system of concepts regarding non-tariff measures and non-tariff barriers. It lists WTO regulations on non-tariff measures and exceptions. Simultaneously, it assesses and analyzes the necessity, significance, and purpose of applying protectionist measures through non-tariff measures for the domestic economy by analyzing the experience of several countries in using non-tariff barriers. Chapter 2: The current state of Vietnam's use of non-tariff barriers before and after joining the WTO. Chapter 2 focuses on studying the non-tariff barriers Vietnam used from 1996 to 2007. From this, it draws conclusions and assessments of their effectiveness, as well as points out inconsistencies compared to WTO regulations and international practices. Chapter 3: Some directions for improving and perfecting Vietnam's system of non-tariff measures in the new context. From analyzing the inconsistencies in Vietnam's use of non-tariff barriers in Chapter 2, Chapter 3 mainly focuses on providing directions for improving old measures and proposing the use of new, more appropriate non-tariff measures suitable to the new context. 12. Future research directions: Within the framework of this thesis, the focus is only on studying non-tariff barriers currently applied by some countries to imported goods, mainly tangible goods, and has not explored much about the impact of these on some areas of trade, services, investment, intellectual property, and impacts on the social environment...
