1) Review the scientific basis and the most important criteria for organizing the construction of friendly libraries in schools in general and primary schools in Hanoi in particular.
2) Based on the elements of a friendly school library, the thesis focuses on studying the current status of building a friendly library in primary schools in Hanoi, deeply studying the library management system: facilities and library layout, classifying books by color code, human issues, with special attention to student participation; organizing activities inside and outside the library.
3) The thesis has evaluated, found out the causes of existing problems and proposed solutions to improve the effectiveness of building friendly libraries in primary schools in Hanoi. Specifically, for schools that do not have friendly libraries as well as for schools that have built friendly libraries to replicate and deploy synchronously and consistently towards quality in the entire system with the motto "Standardization - Friendly - Modern".
12. Practical application:
The research results and solutions to improve the effectiveness of building friendly libraries in some primary schools representing the inner city and suburbs of Hanoi are a reference basis to help education managers and librarians develop policies to promote and widely and synchronously build friendly libraries in primary schools in Hanoi in particular and primary schools across the country in general.

1) Reviewing the most important scientific evidences and criteria to organize and develop sustainable libraries in schools generally and Hanoi's elementary schools in particular.
2) On the basis of elements that form sustainable libraries, the thesis focuses on exploring the reality of developing sustainable libraries in Hanoi's primary schools, carefully analyzing the library managing system: facilities and furnishing, categorizing books according to color codes, human issues, especiallyencouraging the attendance of students; organizing inside and outside activities.
3) The thesis has evaluated, found out the sources of existing problems and come up with solutions to enhance the effectiveness of developing sustainable libraries in Hanoi's elementary schools; particularly specific to schools without ones as well as those which have already developed theirs. Its purpose is to expand, disseminate and further develop this model, heading towards a unanimous quality throughout the entire system: “Standardized - Sustainable - Modern”.
