This thesis has thoroughly researched the theoretical basis of library portals; studied the role of library portals in the operation of library information centers in general and university libraries in particular; and also examined the criteria for evaluating the effectiveness of library portals. In terms of practical basis, the thesis has generally studied the formation and development process, as well as the goals and tasks of Hanoi National University, Hanoi Foreign Trade University, and Hanoi University of Science and Technology. It has also studied the organizational structure, physical facilities, technological infrastructure, characteristics of information users, and information needs of these library information centers. The thesis highlights the current state of information portals in several centers, the level of responsiveness, and the expectations of information users regarding library portals. Based on this current situation, the thesis proposes the necessary and sufficient conditions for the library to improve its current information portal, and also suggests recommendations and solutions for developing the portal to meet the information needs of users at the library information center in the context of the continuous development of technology and the gradual improvement of library work.

11. Practical applications:

The research results contribute to refining the theoretical framework for library portal research, enhancing the operational efficiency of university library portals in Hanoi, particularly for the Information and Library Center of Hanoi National University, the Ta Quang Buu Library – Hanoi University of Science and Technology, and the Foreign Trade University Library of Hanoi. This improves the center's operational efficiency, maximizing information needs and creating conveniences for users. Furthermore, the thesis serves as a useful reference for leaders and managers of university library information centers in developing their own portals. Additionally, the thesis is a valuable resource for students, trainees, and staff of library information agencies in their studies and work.

The thesis fully points out theoretical bases on library portal; do research on the role of library portal for the operation of the library and information center in general and for university library in particular. The thesis has also evaluated the quality of library portal based on the specific criteria. On practical bases, the thesis has proposed a generalized process of formation and development as well as goals and tasks of Vietnam National University, Hanoi, Foreign Trade University (Hanoi campus), Hanoi University of Science and Technology and theirs library and information center; amplified organizational structure, facilities, technology infrastructure, user characteristics and information needs of the private library information center. The thesis highlights the status, responsiveness and desire of users for library portals of university libraries at Hanoi. On that basis, the thesis gives necessary and sufficient conditions for library portals, as well as improving solutions to develop library portals to meet the information needs of users in library information center in terms of evolving technology and the gradual improvement of library.

Practical applicability: The research result has contributed to the process of improving the theoretical research on library portal; developing library portals of university libraries at Hanoi; especially for the library and information center of Vietnam National University, Hanoi, Foreign Trade University (Hanoi campus), Hanoi University of Science and Technology; improve the performance of the center; satisfy the information needs and create utility for users. The thesis is not only useful references to leaders and managers of the library and information center in the process of developing library portal in their offices but also students and staffs of the library and information agencies in the learning and working process.
