10. Summary of the thesis results:

Firstly, the author described and analyzed the characteristics of land archival documents in Thai Binh.

Land-related archival documents are specialized, practical, and enduring. These documents are highly accurate and valuable, diverse in type and rich in content, encompassing various materials containing extensive land-related information such as cadastral documents; administrative boundary documents; land survey and assessment documents; land statistics and inventory documents; land use planning and plan documents; and land databases. Among these, cadastral documents are the most important and numerous.

Secondly, the author presented the reality of organizing, managing, and utilizing land archive documents in Thai Binh.

Besides the achievements in organizing, managing, and facilitating the exploitation and use of land archival documents in Thai Binh, such as: the development and promulgation of several regulations on land archiving; the collection, classification, and archiving of some land documents; and the initial development and implementation of a land database, this work still faces certain limitations. These include incomplete collection of documents, a lack of scientific organization, and a centralized, unified management system; an incomplete land database; and a limited number of land documents being utilized.

The main reasons for these limitations are the low awareness among some leaders and officials regarding the value of land archive documents; the lack of specific regulations and guidelines, especially on land archiving practices and mechanisms for exploiting and using land information; the lack of unified and thorough guidance between different levels; and the lack of investment capital, which is also one of the reasons limiting the provision of services for exploiting and using land archive documents.

Thirdly, through studying the current situation and understanding the causes of limitations, the author has proposed three groups of solutions to improve the effectiveness of organizing, managing, and utilizing land archive documents in Thai Binh, including:

The group of solutions regarding organization, mechanisms, and policies should focus on improving the legal framework regulating organizational and management work, as well as providing guidance on professional matters, clearly defining responsibilities for managing land documents, and enhancing the skills of staff in archiving and information technology.

Regarding operational solutions, the author proposes several specific measures to further improve the collection, classification, and valuation of land archival documents, especially the construction of a land database and the application of information technology in the organization, management, and retrieval and use of land archival documents.

The group of solutions regarding physical infrastructure and technological infrastructure emphasizes the need for further investment in physical infrastructure, especially information technology infrastructure, with machinery, technology, and application software contributing to the completion of an accurate and efficient land information system.

11. Practical applications:

The findings of this thesis will serve as a reference source for introducing the characteristics of land-related archival documents and the organization of land-related document storage at the Thai Binh Department of Natural Resources and Environment, summarizing the situation and proposing solutions to improve the efficiency of organizing, managing, and utilizing the land-related archival documents at this department.

10. Summary of the findings of the thesis:

The first, the author describes and analyzes the features of the land document in Thai Binh.

The land document is a characteristic document, having real value, regularly and prolonged. This document has high valuable and accuracy, various of types and abundant about the content which contains much information of cadastral documents; the administrative boundaries document; the document of landing survey and evaluation; the statistical document; the document landing used planning; the landing database where cadastral documents are the most important documents and they account for the most of the quantum.

The second, the author presented real managing organization and exploiting to use the landing storage document in Thai Binh.

Besides the achieved results in managing the organization and exploding to use the landing storage document in Thai Binh such as building and supplying several documents about the landing storage document; a part of landing document is collected, sorted and stored; landing database is the first step of building and exploring… however, this work also exists limitations such as not enough documents and not a scientific organization, landing database has not completed yet, the number of using landing documents still has limited.

The causes of the limitations are an awareness of the leaders, officials about this document is not high. These documents lack the information using land; lack of unified direction and deeper between managing levels, furthermore, lack of investment is also caused the providing using landing document has limited.

The third, via baseline studied and found reasons of limitations, the author proposed three solution groups to enhance managing organization and exploding using the landing storage document in Thai Binh, including:

The group of organization – using to focus complete the legal corridor system and also professional guideline, determine clearly responsible for managing the landing documents, enhance the knowledge of officials in storing and information technology;

The group of professionals, the author proposed the specific methods to do better collecting, sorting, determine the valuable landing document, especially, it is important to build landing database, applying information technology in managing organization and looking up, using the landing storage document;

The group of physical facilities and technological infrastructure with investment for physical facilities, especially, the machines in information technology, applied software to compete with the information system of the landing as accurately, effectively.

11. Practical applicability:

The achieved results of the thesis will be one of the reference source for the introduction of the characteristics of documents stored on land storage and organization in Department of Natural Resources and Environment Thai Binh, summed up the situation and come up with solutions to improve the efficiency of the organization of management and service of mass exploitation and use of land archives here.
