10. Summary of thesis results:
In our country, civil society organizations (CSOs) have been established and have a wide network from the central to local levels. The activities of these CSOs have made important contributions to the country's socio-economic development. However, the activities of these organizations are still new and inexperienced. Moreover, policies for scientific and technological intellectuals working in these organizations are still lacking and not consistent, and have not created the necessary environment to promote the role of intellectuals working in CSOs; the activities of these organizations are still a spontaneous movement, without orientation in the legal framework as an organizational sector in modern society. There are still many policy framework barriers that limit the role of CSOs in receiving development opportunities. Therefore, it is necessary to develop framework policies to promote the activities of civil society organizations, especially in policy consulting and criticism in general and science and technology policy consulting and criticism in particular, promoting the role of intellectuals for the cause of developing science and technology in the country.

Contribute to perfecting policies to promote the role of civil society organizations under the Vietnam Union of Science and Technology Associations in policy consulting and criticism in general and science and technology policies in particular.

In our country, civil society organizations have been formed and had extensive network from the central to local. Activities of these organizations have made important contributions to the sevelopment of socio-economic of the country. However, the activities of these organizations are still new, and inexperienced. In addition, the policy for intellectuals working on Science and Technology in these organizations is insufficient and not synchronous. Therefore, it has not created a necessary environment to promote the role of the intellectuals in civil society organizations. In fact, because of not yet being specified in the legal framework as an organizational region in modern society, so the operation of these organizations is still a spontaneous movement. The limitations of the policy also create many barriers to these organizations in receiving development opportunities. Therefore, it is necessary to build a proper policy framework to promote activities of civil society organizations, especially in counseling and criticism activities to all state policies in general and science and technology policy in particular, in order to promote the role of intellectuals in performing tasks regardingscience and technologydevelopmentsof our country.
