Chapter 1: Some Theoretical Issues Regarding Public Services

1.1 Public services: approaches, characteristics, and classification

This thesis presents conceptual approaches to public services: a structural approach, an approach from the perspective of public goods, and an approach from the perspective of state functions.

From there, the thesis presents the viewpoints of different researchers on the concept of public service. The thesis also attempts to compare the concept of public service with some related concepts such as: public administration, public sector, or public service.

Based on the above analysis, the thesis presents the concept and important characteristics of public services, including their social nature and public trust.

Next, the thesis proceeds to classify public services based on criteria such as: the service provider, the level of payment to the user, classification according to the nature and effect of the public service, or classification based on a relative separation of the two functions of the state.

1.2 The role of the state in providing public services

This section clarifies several theoretical issues regarding the role of the state in providing public services. First, the thesis outlines the conceptual scope of "the role of the state in providing public services." The theoretical basis for defining this scope is the theory of the functions of the state.

After defining the scope, the thesis presents the theoretical basis to demonstrate that the state must play a primary and leading role in ensuring the provision of public services (administrative public services and other types of public services) to citizens.

This thesis defines the conceptual content of the state's role in public service delivery as a process encompassing the classification of public services, implementation, effectiveness evaluation, and innovation in service delivery. The state's role is not only that of an organizer, manager, and regulator, but also of support and encouragement.

The thesis then presents several models of public service delivery linked to the organization of state power: the centralized model, the decentralized model, and the hybrid model.

1.3 Experiences in public service reform around the world

This section of the thesis presents some experiences and trends worldwide in public service reform. These include the need to transfer some state-run functions to the private sector, improve the quality of public service delivery by the public sector, promote the participation of the non-state sector in public service delivery, and strengthen community participation and oversight in policy planning and ensuring the quality of public services.

Chapter 2: The current state of public service delivery in Vietnam.

This section of the thesis presents the current state of public service provision in Vietnam, thereby clarifying the role of the state in providing public services. The thesis mainly focuses on one typical public service, education and training, and public administrative services.

The thesis attempts to point out existing limitations such as low efficiency in public service delivery, inadequacies in the administrative apparatus, and budget shortfalls in public service provision.

Chapter 3. Some solutions to enhance the role of the state in providing public services in Vietnam.

3.1 Strengthening theoretical research and summarizing practical experiences.

3.2 Improving the organizational structure and operational mechanisms of public service delivery agencies.

3.3 Improving the institutional framework and processes for public service delivery.

3.4 Innovating the methods of organizing the provision of public services towards socialization.

3.5 Innovate and improve the quality of civil servants in the state management system for providing public services.

3.6 Citizens should be placed at the center of the government's public service delivery activities.

Chapter 1: Some theoretical basis about public services

1.1 Public services: methodology, characteristics and classdification

The thesis approch the concept of public services based on: system approch, public good approch and national function approach. Compare the concept of public services with some relative concepts: public administration, public sector. Based on these analysis, the thesis gives the concept of public service.

1.2 The role of government in public service delivery.

The thesis gives the scale of concept “the role of government public service delivery.The thesis gives some basis to prove the necessity of national public services delivery. The state has to play an essential role in public services delivery. The state not only plays a role of administration but also encouragement and support.

The thesis gives several models of public services delivery: central state model, uncentral state model and mix-central state model.

1.3 Experiment in improving public services over the world.

The thesis gives some experience, trends in improving public service delivery such as improving public services delivery in state sector, boosting the participation of non-state sector, encouraging the check and monitor of community in ensuring the standard of public services delivery.

The thesis gives the public services delivery in Vietnam reality. The thesis focuses on education service and public administration service.

The thesis tries to point out some drawbacks in public services delivery such as limited effectiveness, poor public administration system, tight budget in public service delivery.
