Chapter 1: Some theoretical issues on public services

1.1 Public services: approaches, characteristics and classification

The thesis presents approaches to the concept of public services: structural approach, public goods approach and state function approach.

From there, the thesis presents the views of different researchers on the concept of public service. The thesis also attempts to compare the concept of public service with some related concepts such as: public administration, public sector or public service.

Based on the above analysis, the thesis presents the concept and important characteristics of public services, such as sociality and public trust.

Next, the thesis classifies public services based on criteria such as: provider, user fee collection level, classification according to the nature and effects of public services or classification based on the relative separation of the two functions of the state.

1.2 The role of the state in providing public services

In this part, the thesis clarifies some theoretical issues about the role of the state in providing public services. First, the thesis clearly outlines the scope of the concept of “the role of the state in providing public services”. The theoretical basis for determining this scope is the theory of the function of the state.

After determining the scope, the thesis presents theoretical grounds to prove that the state must have a primary, leading role in ensuring the provision of public services (public administrative services and other types of public services) to citizens.

The thesis defines the content of the concept of the role of the state in providing public services, which is the process of classifying public services, organizing implementation, evaluating effectiveness and innovating provision activities. The role of the state is not only to organize implementation, manage and regulate but also to support and encourage.

Next, the thesis presents a number of public service provision models associated with the organization of state power: centralized model, decentralized model and combined model.

1.3 Experience in public service reform around the world

This part of the thesis presents some experiences and trends in the world in public service reform activities. That is the need to transfer some activities under the state's functions to the private sector, improve the quality of public service provision of the state sector, promote the participation of the non-state sector in public service provision, enhance community participation and supervision in policy making and ensure the quality of public services.

Chapter 2: Current status of public service provision in Vietnam.

In this part, the thesis presents the current situation of public service provision in Vietnam, thereby clarifying the role of the state in providing public services. The thesis mainly focuses on a typical public service, which is education - training and public administrative services.

The thesis tries to point out the existing limitations such as low efficiency in public service provision, many shortcomings in the administrative apparatus, and budget deficit in public service provision.

Chapter 3. Some solutions to enhance the role of the state in providing public services in Vietnam

3.1 Promote theoretical research and summarize practices

3.2 Perfecting the organizational structure and operating mechanism of public service provision agencies

3.3 Perfecting institutions and processes for public service provision

3.4 Innovation in the method of organizing the provision of public services towards socialization

3.5 Innovate and improve the quality of civil servants in the state management system for public service provision.

3.6 People need to be placed at the center of public service provision activities of the State.

3.7 Applying scientific and technological achievements in the process of providing public services.

It can be applied to the reform of state apparatus functions as well as public administration reform.

Chapter 1: Some theoretical basis about public services

1.1 Public services: methodology, characteristics and classdification

The thesis approch the concept of public services based on: system approch, public good approch and national function approach. Compare the concept of public services with some relative concepts: public administration, public sector. Based on these analysis, the thesis gives the concept of public service.

1.2 The role of government in public service delivery.

The thesis gives the scale of concept “the role of government public service delivery”.The thesis gives some basis to prove the necessity of national public services delivery. The state has to play an essential role in public services delivery. The state not only plays a role of administration but also encouragement and support.

The thesis gives several models of public services delivery: central state model, uncentral state model and mix-central state model.

1.3 Experiment in improving public services over the world.

The thesis gives some experience, trends in improving public service delivery such as improving public services delivery in state sector, boosting the participation of non-state sector, encouraging the check and monitor of community in ensuring the standard of public services delivery.

The thesis gives the public services delivery in Vietnam reality. The thesis focuses on education service and public administration service.
