Party Branch Congress IV of the Administrative Block: Professional – Friendly – ​​Creative – Effective

Currently, Party Branch IV of the Administrative Block has 12 party members working in the following units: 5 party members in the Scientific Research Management Department, and 7 party members in the Student Affairs and Quality Assurance Department (a newly established department formed by merging two units: the Political and Student Affairs Department and the Training Quality Assurance Center).
As a Party Branch within the Administrative Block, in the scope of its functions and duties, during the 2022-2025 term, Party Branch IV achieved many important results in directing advisory and support work on the management of scientific research, ensuring educational quality, and publishing journals, directly contributing to improving the quality of training and research; meeting social needs and gradually integrating into the international community.
During the past term, Party Branch IV advised the School's leadership to issue many policies to support and encourage scientific research for both staff and students, creating a scientific research environment. Research activities, publications, and scientific conferences were implemented according to plan, actively innovating implementation methods on a technological platform.
Activities supporting international publications and reward policies have yielded outstanding results, gradually deepening their impact and effectively supporting and promoting the enhancement of international publication capacity for staff, and boosting student research in a way that combines expansion and investment to foster excellence.
Internal quality assurance activities; quality accreditation of educational institutions, quality accreditation of training programs, and quality improvement projects have been implemented on schedule and achieved high results; the School's Quality Improvement Project for the period 2022-2026 has been developed, implemented, and reviewed. The School's internal quality assurance system has been basically completed, is operational, and is constantly being improved.
The Journal of Social Sciences and Humanities has strengthened its staff, successfully met and exceeded its annual publication targets, affirmed its prestige within the domestic scientific community, and is gradually achieving international standards.
Towards the end of its term, Party Branch IV experienced significant changes due to the implementation of the streamlining and merger policy, in preparation for a new phase of university autonomy. However, all Party members in the Branch, as well as staff from various units, fully trusted and supported the University's leadership policy, quickly stabilizing and promptly commencing work with new tasks in the new context.
Based on the achievements made, the Political Report of Party Branch IV of the Administrative Block outlined the direction and tasks for the next term: Continuing to focus on strengthening the leadership of the Party Branch to create a qualitative shift in the Branch's activities in the following areas: managing scientific research; supporting and caring for students and ensuring the quality of education; and focusing on Party development and improving the quality of the staff.
To develop and implement thematic resolutions linked to the professional tasks of each unit, in the context of university autonomy and university governance, in order to create a qualitative shift in the work of the Party Branch and units; to continue improving work efficiency, innovating university governance, reforming administration and professional skills, strengthening digital transformation and applying science and technology in scientific research, quality assurance, student care, and spreading the image of the University of Social Sciences and Humanities as professional, friendly, and efficient.
Party members attending the Congress expressed their strong agreement with the content of the documents submitted to the higher-level Party Congress and the Party Branch's Political Report, while also emphasizing several solutions: regularly training and improving the quality of the cadre; applying technology, especially GEN AI, to management and connecting with and caring for learners.
Speaking at the 4th Party Branch Congress of the Rectorate, Comrade Hoang Anh Tuan – Secretary of the Party Committee and Rector of the University of Social Sciences and Humanities – emphasized the need for standardization in Party affairs, professionalism in professional work, and increased application of information technology to improve the quality and efficiency of work, along with the entire Party Committee of the University, to adapt to the trend of autonomy and the rapid changes in higher education today. To achieve this goal, the Party Branch needs appropriate solutions to motivate all Party members and cadres to promote a spirit of dedication, diligence, versatility, multitasking, and creativity.
The Congress unanimously elected the Party Committee for the 2025-2027 term, consisting of 3 members: Comrade Pham Huy Cuong - Secretary; Comrade Nguyen Thu Loan - Deputy Secretary; and Comrade Nguyen Thi Tuyet Mai - Party Committee member. It also elected 8 official delegates and 2 alternate delegates to attend the Party Congress of the University for the 2025-2030 term.
