Party Branch II of the Administrative Block currently has 17 party members, including 1 member of the Board of Directors and 5 leading officials in the departments. Female party members account for over 50% of the total number of party members in the branch. The total number of officials under the leadership and management of the Party Branch is 37 (Administrative and General Affairs Department and Planning and Finance Department).

The Planning and Finance Department has effectively fulfilled its advisory role to the Board of Directors in developing budget plans; implementing budget plans on time and for the intended purpose, and utilizing funds efficiently. It manages and monitors revenue and expenditure in accordance with current regulations; and implements accounting procedures, uses, and disburses funds on time and in accordance with state regulations.
The management and use of the Career Development Fund is economical and efficient, focusing on investing in upgrading and renovating facilities and supporting the development of the school's staff. Financial procedures are transparent, open, democratic, and comply with current regulations; personal income tax is collected and paid in full and in accordance with regulations.
At the beginning of the term, the Covid-19 pandemic was still affecting all aspects of the school's and units' work, but the General Administration Department proactively and effectively handled daily administrative tasks, ensuring that all school activities proceeded normally and efficiently. They strictly implemented the management of school documents and records; processed and circulated incoming and outgoing correspondence promptly and correctly according to current state regulations, preventing any errors. They implemented and applied the ISO quality management system in all units under the Administration Block, and took the lead in advising the Board of Directors on the development and approval of work process procedures for all units within the school, putting them into application to standardize, modernize, and ensure transparency in administrative work.
The work of compiling statistics, managing assets, utilities (electricity and water), lecture halls, parking lots, services; security, environmental sanitation; inventory, classification, evaluation of equipment utilization efficiency and asset liquidation; investment in infrastructure and equipment construction… has been implemented synchronously and effectively.
The Congress report also pointed out some limitations, causes, and lessons learned from the 2022-2025 term, as well as tasks, solutions, and key targets to improve the quality of the Party Branch's activities in the 2025-2027 term.
Building upon the achievements of the previous term, the Party Committee continues to lead and direct all aspects of activities, aiming to become a professional, highly efficient, and friendly service unit... practically contributing to the streamlining of the organizational structure, university autonomy, and building the University of Social Sciences and Humanities to always be a leading institution in research and training in social sciences and humanities in Vietnam, with the spirit of "Unity - Professionalism - Responsibility - Friendliness - Efficiency".
Comrade Vu Thi Ha presented a summary of opinions on the draft documents submitted to the Congress and the documents of the Party Committee Congress of the University for the 2025-2030 term.
Comrade Lai Quoc Khanh emphasized the need to affirm organizational culture, increase strategic thinking, and promote sharing in the activities of the Party branch.
The Congress listened to the Party Committee's self-assessment report; the summary report of opinions on the draft documents submitted to the Congress and the documents of the University Party Committee Congress for the 2025-2030 term. Delegates attending the Congress discussed and contributed many opinions to the political reports; held a secret ballot and unanimously elected the Party Committee for the 2025-2027 term; elected 9 official delegates and 2 alternate delegates to the University Party Committee Congress; and adopted the Congress Resolution. Accordingly, the Party Committee of Branch II of the Administration Block for the 2025-2027 term includes: Comrade Nguyen Van Thuy as Secretary of the Party Committee, Comrade Kim Thi Diep Ha as Deputy Secretary of the Party Committee; and Comrade Vu Thi Ha as a member of the Party Committee.

In her address at the Congress, Comrade Dang Thi Thu Huong - Member of the Standing Committee of the Party Committee, Vice Rector of the University of Social Sciences and Humanities - acknowledged the serious, systematic, and meticulous preparation for the Congress as well as the achievements of the Party Branch II of the Administrative Block during the 2022-2025 term. In particular, in the context of the Covid-19 pandemic, Party Branch II was a key factor in ensuring the continuous operation of the university and implementing support activities for staff, lecturers, and students. The university's financial activities were highly effective in preparing for university autonomy; modern university governance brought new vitality to the university in recent times. With a large scope and volume of work, the Party members, staff, and employees of Party Branch II of the Administrative Block dedicated their efforts and contributed to the transformation of the University of Social Sciences and Humanities.

The 2025-2027 term congress is of great significance. Party Branch II of the Administrative Block is determined to work together with other Party Branches within the University's Party Committee to continue successfully implementing the resolutions of the 29th Party Congress and to look forward to the 80th anniversary of the founding and the 30th anniversary of the establishment of the University of Social Sciences and Humanities.
