Chapter 1. Scientific basis of state secret protection work
Chapter 1 presents the three scientific foundations of state secret protection: theoretical, legal, and practical. Regarding the theoretical foundation, the content clarifies the principles of state secret protection according to the 2018 Law on State Secret Protection, the Party and State's views on the role and importance of this work, and the organizational and management system from the central to local levels. Regarding the legal foundation, the chapter presents a system of documents ranging from the Constitution and laws to decrees, circulars, and specialized regulations, creating a comprehensive legal framework for state secret protection activities. Regarding the practical foundation, the content summarizes the development of state secret protection work over different periods, analyzes current requirements, and studies the experiences of several advanced countries. These three foundations are dialectically related, complementing each other, creating a solid scientific basis for improving the effectiveness of state secret protection work, and contributing to ensuring national security in the new era.
Chapter 2. State Secret Protection Work at the Central Committee's Foreign Affairs Department from July 2020 to December 2024
Chapter 2 provides a comprehensive overview of the work on protecting state secrets at the Central Committee's Foreign Affairs Department from July 2020 to December 2024. The chapter summarizes the history, functions, tasks, and organizational structure of the Central Committee's Foreign Affairs Department, lists the information classified as state secrets within the Department, and outlines the responsibilities of leaders and individuals in managing and accessing state secrets. Chapter 2 also analyzes the Department's operational characteristics and working environment, identifies risks of leakage and loss of state secrets, highlighting the sensitive nature and special importance of foreign affairs information. Finally, the chapter analyzes the work undertaken by the Office of the Central Committee's Foreign Affairs Department to protect state secrets; it assesses the achievements and limitations in the implementation of this work within the Department.
Chapter 3. Solutions for implementing state secret protection work in Party committees.
Chapter 3 of the project focuses on solutions to improve the effectiveness of state secret protection work at Party Committees. The chapter proposes comprehensive solutions through raising awareness; perfecting the system of legal documents and internal regulations; strengthening organization and management; enhancing the capacity of security personnel; and investing in modern infrastructure and technical equipment. Regarding the solution to improve internal regulations, the chapter proposes the development of a Regulation on the Protection of State Secrets at Party Committees, outlining the principles, basis, and process for developing the Regulation. The proposed Regulations consist of four chapters that fully and comprehensively stipulate the scope of application, principles, responsibilities, management and handling procedures for classified documents, reporting regime, rewards, and penalties for violations. This is an internal legal framework to ensure that the protection of state secrets within Party committees is carried out uniformly, rigorously, and effectively. Finally, the chapter affirms the importance of seriously and synchronously implementing the Regulations to translate the provisions into practical actions.
11. Practical applications
This project serves as a useful reference document for Party committees in directing, managing, and implementing state secret protection work. At the same time, it can also be a reference document for central agencies and other agencies and organizations interested in this field.

- Application of digital technology in information security: Researching solutions using artificial intelligence, blockchain, and advanced data encryption to protect state secrets.
- Study international experiences in protecting state secrets and apply them to Vietnam's practice: Analyze models of state secret protection in countries with similar political systems or advanced experiences; propose suitable applications to Vietnam's conditions.
- Assessing the impact of international integration on the protection of state secrets: Studying the risk of disclosure and loss of secrets in the context of expanding international cooperation and participation in multilateral forums; proposing mechanisms for controlling information in foreign affairs activities.

The detailed content of the Regulation is proposed to include four chapters, stipulating comprehensively and systematically the scope of application, guiding principles, responsibilities, procedures for managing and handling classified documents, reporting mechanisms, as well as provisions on commendation and disciplinary measures. This Regulation serves as an internal legal framework to ensure that the protection of state secrets in the CPV's commissions is implemented in a unified, rigorous, and effective manner. Finally, the chapter underscores the importance of organizing the implementation of the Regulation in a serious and coordinated fashion, thereby transforming normative provisions into practical actions.
