Topic: “Social security for families of people with revolutionary contributions and war victims" has pointed out the impact of social security policies on the family life of the poor and the needy in Yen My district in 3 aspects: 1) Income, 2) Health care and 3) Education.

Through studying the current situation of accessing social security services and approaching the theory of Needs and Functionality, the thesis has analyzed the current situation of life as well as the difficulties in accessing social security services of the above target group. At the same time, it also pointed out the impacts of local social security policies on the lives of families of meritorious people and war victims.

Although receiving a lot of support from social security policies from the State, due to the direct and indirect consequences of the war, families of Meritorious People and War Victims face many difficulties and limitations in accessing social security services. The factors that directly impact and have a great influence on access to social security services are income, which becomes a strong deciding factor for each household when accessing social security services. Correlated factors of income, school, and health status of the survey groups are all different. Specifically, depending on the circumstances and income level of each family, low-income households have a lower level of access to social security services than high-income households.

Social security policies also directly impact the lives of families of people with revolutionary contributions and war victims in many aspects such as income, education, health care, etc. Most families benefiting from monthly preferential allowances, employment support policies, housing, etc. have had stable lives and increased incomes.

In addition, social security policies also have limitations that greatly affect the process of accessing social security services such as: health care only focuses on policy beneficiaries, families of meritorious people and war victims are still limited in access; social preferential subsidies have not met current practical needs; vocational training centers for children of policy families and war victims are still small in number; the use of health insurance cards in medical examination and treatment is still low because when using health insurance, the subjects have not enjoyed medical services commensurate with what they have spent, medical examination and treatment procedures are cumbersome and complicated and the habit of self-treatment is still heavy... These limitations have negatively affected families of meritorious people and war victims.

Thus, through the study, we have provided a better understanding of the current situation of access to social security services of families of meritorious people and war victims. At the same time, we can see some aspects of the impact of social security policies on the lives of this group of people, especially household income. In general, access to these social security services depends a lot on the support from the policies. However, there are still many issues to be raised in further studies.

11. Practical applicability: The topic analyzes and points out the living conditions as well as difficulties in accessing social security services of families of people with meritorious services and war victims. At the same time, it also points out the impacts of local social security policies on the lives of families of people with meritorious services and war victims. From there, solutions and recommendations are proposed to improve the effectiveness of social security policies for families of people with meritorious services to the revolution and war victims in the research area.

“Social security for families contributed to revolution and war victims” thesis was pointed out their influence elements throughout three aspects. This was salary, health care and education.

Althoughout research on approach status of social security service and access to Demand and Function theory, the thesis analized difficult and life status on reach social security services of the subject above. At the same time, this shows impacts of social security policy of local affects to lives of families' veteran and war victims.

Although families'veteran and war victims received much support of social security policy from government, but they faced with difficult in approach way of social security service. One of the direct impact and major influence to approach social security service is income. It's one of the preconditions when they access social security service. Other elements on income, schools, health status of saved target groups were different. Depending on the circumstances, the income of each family, the low-income households' access to social security services is lower than high-income households.

The social security policies also impact directly on the lives of families contributed to revolution and war victims in many aspects such as income, education, health care ... Most families give benefits from the subisdy monthly, policies to support employment, house and they had stable live and improved income.

Addition, social security polices had disavatanges as: health care working only focus on the group received benefits from policy, families contributed to revolution and war victims still face with difficult in the approach way; vocational center for members of their family very few; the use of health insurance cards in health center was quite low due to they didn't receive benefits commensurate with what they've spent; procudure of health-care center was so complex...This disadvantages had a negative impact to families contributed to revolution and war victims.

Thus, the status of access to social security services of families contributed to revolution and war victims makes better understanding through this study. As the same time, it shows that some of impacts of social welfare policies on the lives of this group, particularly household's income. In general, access to social security services depends heavily on support from the policy. However there are still many issues raised in the subsequent studies.

This thesis analyzes and indicates the status of life as well as difficulties in accessing social welfare services of families contributed to revolution and war victims. It also points out the impact of local social security affecting the lives of families contributed to revolution policies and war victims. Then this thesis gives solutions and recommendations to improve the efficiency of the social security policy for families contributed to revolution and war victims.
