10. Summary of thesis results:
The thesis has mentioned some concepts of population work - family planning; technology policy, the role of technology and difficulties in implementing technology policy in managing population work - family planning in districts of Dong Nai province in general and in Cam My district in particular. The thesis also affirmed the role, significance and value of the specialized population - family planning management information system in the application of population statistics in decentralized administrative management and its importance in using it to plan local socio-economic development plans. The thesis has surveyed the practical implementation of technology policy in Cam My district, Dong Nai. It has identified psychological barriers affecting policy practice such as the population - family planning management information system using new technology processes but not yet unified in application, there are many shortcomings in the organization of the apparatus, in directing and managing population data at administrative levels. Therefore, there have been many barriers from the leadership and direction mentality of local officials; from the mentality of those implementing the process... affecting the quality of information in the current population - family planning program management information system.
The author has proposed a number of solutions on financial decentralization to overcome psychological barriers in technological innovation activities to implement the population management process - family planning from the central to local levels, including the following groups of solutions.
a/ Group of priority solutions on unified policies in the application of the national shared population data management system.
- The Government needs to have a unified policy guiding the use of shared population data among ministries and branches from the central to local levels.
- Supplement documents, laws... regulations on management and supervision of the implementation of the Population Data Management Information System from the central to local levels, ensuring that the process is implemented effectively right from the step of collecting input information.
b/ Group of financial support solutions in implementing investment in innovation in population management technology - family planning at all levels.
- Strengthening the organization and arranging qualified human resources in information technology to manage the implementation of activities of the population data information system at each level.
- Streamline the system of grassroots population collaborators, increase allowances in accordance with the requirements of the task of investigating population change information in the area; increase the level of funding to support activities of monitoring and evaluating input information for village and hamlet officials.
- Effectively conduct annual training, invest in adequate computer equipment for information collection and input, ensuring operational efficiency.
c/ Group of solutions to promote the dynamism and autonomy of population management units - family planning at provincial and district levels.
- Provincial Population Offices and District Population Centers can autonomously seek capital sources through investment or cooperation channels.
- Develop internal financial investment regulations for investment activities in technological innovation in population management - family planning.

The thesis proposed to the Provincial Population Office; District Population Center solutions on unified policies, finance, organizational structure... as a basis for the Provincial Population Office to make recommendations to the General Department of Population - Family Planning towards effective and quality implementation of the Population Management Information System - Family Planning from the central to local levels.

11. Summary of the findings of the thesis:
Thesis mentioned some concepts of population - family planning; technology policy, the role of technology and the practical difficulties in technology policy in managing the population – family planning in the district of Dong Nai province in general and district Cam My in particular. This thesis also confirms the role , significance , value of management information systems majors population - family planning applications in population statistics decentralized administrative management and its importance in planning plans for social and economic development at local. This thesis examines the practices of technology policy deployment activities in Cam Mydistrict, Dong Nai. Identify the psychological barriers affecting policy implementation activities like the management information systems majors population - family planning processes using new technology but have not been uniformly applied, many concerns in the organizational structure, in directing the management of population data at the administrative level. Therefore, there have been many psychological barriers from leadership and guidance of local officials; the psychology of the implementation process which affects the quality of information in information systems management program of the population – family planning currently. The authors have proposed a number of measures of fiscal decentralization to overcome the psychological barrier in technological innovation activities implemented management processes of population - family planning from central to local, solutions like:
a) Solutions about uniform policy in application the data management system population share nationally.
- Government policies should be unified direction using population data sharing among ministries and agencies from central to local.
- Additional documents, rules ... rules on the management of monitoring the implementation of management information system of population data from the central to local, ensuring this process is done efficiently right from the first step of receiving input information.
b) Solutions for financial support for the investment management of technological innovation of the population - family planning at all levels.
- Strengthening the organization and staffing of qualified information technology standards for managing the execution of the operation of information systems each level population data.
- Tightening System collaborators population base, increasing the allowance in accordance with the requirements of tasks investigation information on population change in the locality, increasing the fundind to support for the monitoring appraisal information provided at the input for staff at village levels
- Organize annual training activities, computer equipment invest enough to collect, enter information, ensure operational efficiency.
c) Solutions to promote mobility and autonomy of the management unit of population -family planning in the Provincial , District.
- Departments of the provincial population, population centers at district level may seek funds through investment or cooperation channels actively.
- Construction investment rules for the internal financial investment activities of technological innovation for the management of population – family planning.
