10. Summary of thesis results:

The thesis focuses on the concepts of autonomy, self-responsibility and the relationship between autonomy and self-responsibility with S&T organizations, with the market and with human resources. At the same time, during the research process, the thesis also pointed out a number of models of autonomy and self-responsibility in Vietnam that have taken place through a number of historical milestones, especially that autonomy was strongly demonstrated in S&T organizations in the Republic of Vietnam before 1975. Currently, public S&T organizations in Vietnam are gradually moving through that autonomous stage, but the transition process still faces many difficulties related to the direction of the organization, the lack of a market leading to financial difficulties, from organization - staff, human resource quality and lack of investment in high technology. However, the thesis especially emphasizes the success of a number of public S&T organizations when moving to an autonomous mechanism, they have done and have succeeded. The main reason is because they have a market, create a very good market for themselves and have products and services to provide to that market. The market is considered a decisive factor for this transformation because thanks to the market, they can create financial resources and be proactive in recruiting staff and personnel for the working process. The source of finance under the autonomous regime is the market.

11. Practical applicability: application in contributing to the completion of Decree 115/2005/ND-CP and is a lesson for units in the process of transformation towards autonomy and self-responsibility.

11. Summary of the findings of the thesis:

Thesis mainly researches on the concept of autonomy, self-responsibility and relationship between autonomy, self-responsibility with science – technology organizations, market and human resources. Also, during the study, the thesis also shows several models of autonomy and self-responsibility of Vietnam which has been taking place over a number of periods of history. Especially, that autonomy was strongly occurring in science – technology organizations in the Republic of Vietnam at the period before 1975. Nowadays, public science – technology organizations in Vietnam are gradually moving through that autonomy stage, but the transition process also faces many difficulties related to moving orientation for organizations, no market leader, difficulties in financial, from organization – staff, human resources quality and lack of investment in high technology. However, the thesis strongly emphasizes the success of some public science – technology organizations when switching to autonomy, they did and succeeded. The main reason is because they had the market, created for themselves a good market and had products, services provided to that market. The market is considered to be the deciding factor for this transformation because thanks to the new market, we can create financing resources and proactive in recruiting personnel for working process. The origin for financial following autonomy system is having a market.
