This thesis surveyed the practical situation at Technical Center 3 (a science and technology service unit under the General Department of Standards, Metrology and Quality, Ministry of Science and Technology, operating under Decree 115/ND-CP since 2005) and identified barriers affecting the Center's technological innovation activities. These include the Center's lack of complete autonomy in technological innovation, and an unreasonable financial management decentralization that restricts its autonomy in using development funds for technological innovation investment (these funds are generated from the Center's activities and accumulated according to regulations).

The author has proposed several solutions regarding financial decentralization to overcome barriers to implementing autonomy in technology innovation activities of science and technology organizations operating under Decree 115/ND-CP:

  • The policy support solutions aim to encourage science and technology organizations to proactively access financial resources.
  • A group of solutions for decentralizing financial management in the implementation of technology innovation investments.
  • This set of solutions aims to promote the dynamism and autonomy of science and technology organizations.
