10. Summary of thesis results:

The thesis has mentioned some concepts and spirit of Decree 115/ND-CP, the role of technology and difficulties in technological innovation activities at S&T organizations. The thesis also affirms the role, significance, value of financial decentralization and the impact of current financial decentralization on the implementation of technological innovation autonomy at S&T organizations operating under Decree 115/ND-CP.

The thesis has surveyed the practice at Technical Center 3 (a public service unit of Science and Technology under the General Department of Standards, Metrology and Quality, Ministry of Science and Technology, operating under Decree 115/ND-CP since 2005) and identified barriers affecting the Center's technological innovation activities such as the Center is not completely autonomous in technological innovation activities, the unreasonable decentralization of financial management has limited the autonomy to use the unit's career development funds in investing in technological innovation (this part of the fund is brought about by the Center's activities, accumulated according to regulations).

The author has proposed a number of solutions on financial decentralization to overcome barriers to implementing autonomy in technological innovation activities of science and technology organizations operating under Decree 115/ND-CP:

  • Group of solutions on support policies to encourage science and technology organizations to proactively access financial resources.
  • Group of solutions for decentralized financial management in implementing investment in technological innovation.
  • Group of solutions to promote the dynamism and autonomy of science and technology organizations.

11. Practical applicability: The thesis has proposed financial decentralization solutions for Technical Center 3, as a basis for the Center to make recommendations to the management agency towards complete autonomy and self-responsibility for the Center according to the provisions of Decree 115/ND-CP.

Thesis mentioned some concepts and spirit of Decree 115 / ND-CP, the role of technology and the difficulties of technological innovation activity in the science and technology organization. Thesis also confirms the role, significance, value of decentralized financial management and the impact of financial decentralization to implementing autonomy in technological innovation activities in Science and Technology service organizations under accordance with Decree 115/ND-CP.

This thesis has studied a practices case at the Quality Testing Center Center 3 (Quatest 3, a Government science and technology organization, under Directorate for Standards, Metrology and Quality control, Ministry of Science and Technology, which has operated under Decree 115 /ND-CP since 2005), identifying barriers and effect to technology innovation activities, such as the Quatest 3 has not fully autonomy in technological innovation activities, financial decentralization was not reasonable to restrict autonomy using development fund for technological innovation activities (funding and accumulating by the Quatest 3).

Author has proposed some of initial solutions for financial decentralization to overcome innovation barriers to implementing autonomy in technological activities in science and technology organizations in accordance with Decree 115/ND-CP:

  • Solutions related policies to encourage and support science and technology organizations proactive approach to financing supplies: Government, the management Ministries may guide the science and technology organization to mobilize financial resources.
  • Group of financial decentralized management solutions implementing in technological innovation activities.
  • Group of solutions to encourage activity and autonomy of science and technology organization.

12. Practical applicability: thesis has proposed to the Quatest 3 some financial decentralization solutions, as a basis for Quatest 3's recommendations to the authority, aimed entirely at reasonable autonomy for Quatest 3's activity according to Decree 115 / ND-CP.
