10. Summary of the thesis results: The main results of the thesis include:
The thesis has studied, analyzed, clarified the theoretical basis, used sociological research methods to study the current situation and factors affecting the effectiveness of human resource management at the Lao Ministry of Natural Resources and Environment. The analysis has shown that human resource management activities at the Lao Ministry of Natural Resources and Environment are currently highly appreciated by most employees, especially human resource planning activities, human resource assessment activities, and human resource arrangement and use activities. However, the salary and allowance policies have not been highly appreciated by employees, and have not met the needs and efforts of employees. The direction of human resource planning and development also needs to be reviewed and adjusted to be more suitable for each department and the development orientation of groups of employees with different seniority.
The study also focused on analyzing the impact of internal and external factors on the effectiveness of human resource management. Most of the factors have an impact on the effectiveness of human resource management in the organization. These factors have different impacts between departments and employee seniority. In addition, among the analyzed factors, 3/7 factors have an impact on the level of employee satisfaction with work. Of which, income and human resource assessment factors have a positive impact on the level of satisfaction; training factors have a negative correlation. Income factors have the greatest impact on the level of satisfaction and the factor with the least impact is human resource training.
From there, the study also pointed out that the Lao Ministry of Natural Resources and Environment needs to pay attention to improve and adjust some activities and policies; especially training activities, salary and benefits to be more suitable to the actual work situation. The growth of private companies is also a factor that the Ministry needs to pay attention to in order to attract and retain quality human resources.
11. Practical applicability: From the research results, the thesis shows the influences at different levels of factors on human resource management activities at 4 departments under the Lao Ministry of Natural Resources and Environment. From there, find solutions to improve the effectiveness of human resource management activities at the Lao Ministry of Natural Resources and Environment in particular and at other ministries and departments in general in carrying out the task of national construction and development.

Analyzes have shown that human resource management activities at the Laos Ministry of Natural Resources and Environment are currently rated relatively highly by most employees, especially human resource planning, employee performance evaluation, jobs placement. However, the salary and allowance policy is not highly appreciated by employees and does not meet the needs and performance of employees. Human resource planning and development also needs to be reviewed and adjusted to suit each department and the development orientation of employees with different seniority.
The study also focuses on analyzing the influence of internal and external factors on human resource management effectiveness. Most factors have an impact on the effectiveness of human resource management at the organization. These factors have different effects on departments and employee seniority. Besides, among the analyzed factors, 3 out of 7 factors have an impact on the level of employee satisfaction with work. In particular, income and human resource evaluation have a positive impact on the level of satisfaction; Training employees is negatively correlated. Income has the greatest influence on the level of satisfaction and human resource training is the least influential factor.
From there, the study also points out that the Laos Ministry of Natural Resources and Environment needs to concentrate on improving and adjusting some activities and policies. Especially, training activities, salaries, and benefits are more suitable to the actual work situation. The growth of business is also a factor that the Ministry needs to pay attention to attract and enhance employee commitment.

Practical applicability: The thesis results show the influences at different levels of factors on human resource management activities at 4 departments under the Laos Ministry of Natural Resources and Environment. From there, the study finds solutions to improve the effectiveness of human resource management activities at the Laos Ministry of Natural Resources and Environment in particular and other Ministries and Departments of Laos in general.
