The thesis systematically presents the regulations in the Hoi Ty policy of King Minh Mang through research on the origin, formation process, and application objects of the policy; the purpose, implementation methods, and some manifestations when implementing the Hoi Ty policy in the recruitment of officials from the central to local levels; pointing out the value of the Hoi Ty policy in the reform of the Nguyen Dynasty's court apparatus. From there, evaluate the potential application of the Hoi Ty policy through lessons learned in building and perfecting the current Vietnamese state apparatus.
