Chapter 1. Overview of Office Management and Management by Objectives (MBO)
In Chapter 1, the author outlines some general theoretical issues regarding office management, management by objectives, some concepts related to office management by objectives, content, importance, influencing factors, measurement and evaluation tools, and the practical application of office management by objectives at several publishing houses.
Chapter 2. Current Status of Applying Management by Objectives (MBO) in Office Management at the Vietnam Resources, Environment and Map Publishing House
Based on the theoretical foundations presented in Chapter 1, the author conducts a survey and evaluation of the necessity, current situation, and results of applying the MBO method in office management at the publishing house according to the 5-step MBO process. To gain a comprehensive and objective view of the application of this method, the author conducts a survey on the level of MBO application and its impact on office work efficiency. Through this, the author provides comments and assessments on the advantages, disadvantages, and causes of difficulties in applying MBO in office management at the Vietnam Resources, Environment and Map Publishing House.
Chapter 3. Solutions to promote the application of management by objectives in office management at the Resources - Environment and Cartography Publishing House.
Based on the research and assessment of the current situation in Chapter 2, the author proposes two groups of solutions to promote the application of goal-oriented office management methods. These solution groups focus on the following issues: System management solutions to enhance the capacity, qualifications, and responsibility of managers at all levels, specifying objectives according to the SMARTER principle, thereby establishing a system for measuring, evaluating, and reporting the results of achieving objectives for each job position. Implementation solutions include: perfecting the job description framework, developing action plans to supplement inspection methods and resources for work execution, increasing the frequency of guidance and inspection, revising the regulations on emulation and reward or adjusting the salary scale, and regularly revising, supplementing, and updating relevant processes, regulations, and guidelines to provide a basis for measuring work performance.
11. Practical applications
Firstly, based on the research findings in this thesis, the Map Publishing House office has grounds to propose solutions to promote the application of goal-oriented office management.
Secondly, it helps managers at all levels to provide more decisive and appropriate guidance, in line with current development trends, to optimize resources for the Map Publishing House.
Thirdly: to help units/departments/individuals understand how to establish, commit to, and implement goals, thereby measuring and evaluating each individual's contribution to the overall development goals fairly and objectively, and providing timely encouragement and motivation to improve the efficiency of the Map Publishing House's office work.
12. Future research directions
Based on the research findings in this thesis, the author will continue to research issues related to solutions for promoting the application of goal-oriented office management methods in publishing houses in particular and state-owned enterprises in general.

Based on the research and assessment of the current situation in Chapter 2, the author proposes 2 groups of solutions to promote the application of MBO in office management. Solution groups focus on the following issues: system administration solution groups help improve the capacity, qualifications, and responsibilities of administrators at all levels, specifying goals according to the SMARTER rule, thereby establishing a measurement and evaluation system, has a mechanism to report the results of completing goals for each job position. Implementation solution group: complete the job placement model, create an action plan to add inspection methods and resources to perform the job, increase the frequency of instructions, inspection, and revision Emulation regulations - Reward or adjust salary scales, regularly amend, supplement and update relevant processes, regulations and instructions to have a basis for measuring work performance.
11. Applicability in practice
Firstly: Based on the research results in the thesis, the NARENCA office has grounds to propose solutions to promote the application of MBO in office management.
Second: Helps administrators at all levels have more drastic directions, consistent with the development trend in the current period to optimize resources for NARENCA.
Thirdly: Helps units/departments/departments/individuals know how to establish, commit to, and implement goals, thereby measuring and evaluating each individual's contribution to the common development goal in a fair, objective, and equitable manner. From there, there are timely incentives and incentives to improve the efficiency of NARENCA.
12. Further research directions
Based on the research results in this thesis, in the coming time the author will continue to research issues related to solutions to promote the application of MBO in office management at publishing houses in particular and state-owned enterprises in general.
