The thesis examines the viewpoints, policies, and guidelines of the Central Party Committee and the Hai Phong City Party Committee regarding tourism economics from 2001 to 2005.

Chapter 2: The Hai Phong City Party Committee's Leadership in Tourism Development from 2006 to 2011

This thesis focuses on studying the viewpoints, policies, and leadership guidelines of the Hai Phong City Party Committee regarding tourism economics in the context of the new situation from 2006 to 2011. From this, it identifies the achievements and limitations in the development of tourism economics in Hai Phong.

Chapter 3: Some Observations and Lessons Learned

This chapter comprehensively addresses the landscape of Hai Phong tourism after 10 years of development under the leadership of the City Party Committee. The topic also identifies the causes of both achievements and limitations in the Hai Phong Party Committee's leadership of tourism development. Through this, the thesis highlights lessons learned from the Hai Phong Party Committee's leadership of tourism development, outlines the direction and tasks of Hai Phong tourism from now until 2020, and offers some recommendations and solutions to promote the development of Hai Phong tourism.
