10. Summary of the thesis results:
The team of commune-level government officials and civil servants is the core force in organizing and mobilizing the people to implement the Party's guidelines and policies, and the State's laws; organizing community life; and exploiting local potential for socio-economic development. However, the quality of the team of commune-level government officials and civil servants in Giao Thuy District, Nam Dinh Province, still has many limitations. This is even more evident during the period of accelerated industrialization and modernization, the implementation of the national administrative reform program, the construction of new rural areas, and the socio-economic development of the locality. Therefore, improving the quality of the team of commune-level government officials and civil servants in Giao Thuy District, Nam Dinh Province, is an objective and urgent requirement today.
This research topic focused on clarifying the theoretical and practical basis of quality, and explaining the necessity of improving the quality of the staff and civil servants of the commune-level government in Giao Thuy District, Nam Dinh Province. Based on this, the study proposed objectives, solutions, and recommendations to enhance the quality of the staff and civil servants of the commune-level government in Giao Thuy District, contributing to building a strong commune-level government that meets the requirements of industrialization, modernization, socio-economic development, and local security and defense.
11. Practical applications:
The research findings of this thesis are valuable reference material, contributing to clarifying the theoretical basis of quality and improving the quality of commune-level government officials and civil servants. Through selected sample units, the author surveyed, statistically analyzed, and assessed the actual quality, factors affecting quality, and argued for the urgent need to improve the quality of commune-level officials and civil servants.
This research topic stems from a practical need and has the potential to provide highly applicable scientific arguments for policymakers and managers in improving policies, laws, and management processes for the use of commune-level government officials and civil servants nationwide in general, and in Giao Thuy District, Nam Dinh Province in particular.

11. Summary of the findings of the thesis:
Communal officials and civil staffs play the core role in organizing, mobilizing the people to comply with guidelines and policies of The Communist Party and laws of State; organizing life of residential community and exploiting local advantages for social - economic development. However, officials and civil staffs at communal level of Giao Thuy District, Nam Dinh Province remain many disadvantages. This is more emphasized in the period of speeding up industrialization, modernization and implementation of national administrative reform program; construction of new rural and development of economy and society of locality. Therefore, it is urgent and necessary to improve the quality of officials and civil staffs at communal level of Giao Thuy District, Nam Dinh Province.
The thesis clarifies theoretical and practical bases on quality, explains the necessity for improving the quality of officials and civil staffs at communal level of Giao Thuy District, Nam Dinh Province. Developed, thesis has proposed objectives, solutions as well as given out the recommendations to improve the quality of officials and civil staffs at communal level of Giao Thuy District, Nam Dinh Province, which contributes to build strong authorities at communal level to meet industrialization and modernization requirements of our country as well as social - economic development, ensure security and defense of locality.
12. Practical applicability, if any:
Study results of this thesis are valuable references that help to clarify theoretical bases on quality and quality improvement of authorities' officials and civil staffs at communal level. Author, via units selected as model, conducts survey, makes statistics and evaluates accurately quality situation, factors affecting quality and explains the necessity of improving quality of officials and civil staffs at communal level.
This thesis comes from the practical demand that can provide highly applied scientific bases for policy and planner and managers in completing policies, laws and procedures of administration and use of officials and civil staffs of authorities at communal level in national scope generally and in Giao Thuy District, Nam Dinh Province individually.
