Firstly, the thesis presents and analyzes the policies of the Hung Yen Provincial Party Committee on the leadership of general education from 1954 to 1960. Including: 1. Some features of Hung Yen general education before 1954; 2. The Party's guidelines and policies on the development of general education of the Hung Yen Provincial Party Committee; 3. The implementation process.

Second, the thesis presents and analyzes the policies of the Hung Yen Provincial Party Committee on leading the development of general education in the years 1961 to 1967. Including: 1. The Hung Yen Provincial Party Committee's policy on developing general education in 1961 - 1965 and the policy on developing general education in 1966 - 1967; 2. The process of directing and organizing the implementation of the Party Committee's policies set forth in the above years.

Third, the thesis presents the basic results and limitations; some main experiences and some recommendations based on the results achieved and limitations in implementing the education development policy of Hung Yen in the years 1954 - 1967.

The thesis can be used as a reference for studying the Party's guidelines as well as the Party's guidelines of Hung Yen province in the years 1954 - 1967. Besides, the results of the thesis can be a reference for other research works related to the topic.
