10. Summary of the thesis results:
Firstly, this thesis presents and analyzes the policies of the Hung Yen Provincial Party Committee regarding the leadership of general education during the years 1954 to 1960. This includes: 1. A brief overview of general education in Hung Yen before 1954; 2. The Party's guidelines and the Hung Yen Provincial Party Committee's policies for developing general education; 3. The process of implementation.
Secondly, this thesis presents and analyzes the policies of the Hung Yen Provincial Party Committee on leading the development of general education during the years 1961 to 1967. This includes: 1. The Hung Yen Provincial Party Committee's policies on developing general education from 1961 to 1965 and from 1966 to 1967; 2. The process of directing and organizing the implementation of the Party Committee's policies during the aforementioned years.
Thirdly, the thesis highlights the basic results and limitations; some key experiences and some recommendations based on the achievements and limitations in implementing Hung Yen's education development policy during the years 1954-1967.

Secondly, the thesis analyzes the present and the orientation of the Hung Yen Provincial Party leadership development of school education in 1961 and 1967. These include: 1. The policy of development of school education Party informed of Hung Yen in 1961 - 1965 and the policy of educational development of general education in 1966 - 1967; 2. The process of directing and organizing the implementation of the Party's policies set forth in the above mentioned year.
Third, the thesis raises fundamental results and limitations; Some experience mainly and some recommendations based on the results achieved and constraints in implementing the policy of educational development of Hung Yen in the years 1954-1967.
