The Communist Party of Vietnam is a ruling party, so the leadership of the Party plays a decisive role in the development trend of the country. To have the right direction, it is necessary to have sharp thinking and awareness. During the period from 1986 to 2010, a period clearly showed the change in the Party's perception of economic relations with ASEAN countries: from confrontation to increasingly deep dialogue and cooperation.

After 20 years of joining ASEAN, the achievements in practice have proven that the Party's view on economic cooperation with the regional organization is completely correct. Along with the process of change, recovery, and internal strength building, the Party has paid great attention to attracting investment and international cooperation.

In the early stages of the Renovation period, our socialist brother countries were all like us, facing practical difficulties. The SEV economic assistance bloc also gradually lost its fulcrum position. The Communist Party of Vietnam quickly realized that the current time was the time to further expand relations with foreign countries, international cooperation, and globalization were the common trends of humanity. Putting aside past political prejudices, our country actively and boldly proposed and called for foreign investment in Vietnam; making Vietnam a new market with great potential for developed countries. In addition, the regional factor was also mentioned and emphasized by the Party. For a long time, we only revolved around the socialist bloc, and placed ourselves outside the relationship with the Southeast Asian region, especially the ASEAN bloc at that time. Suspicions and misunderstandings have led to Indochina in general and Vietnam in particular doubting the existence of a regional organization as well as its true purpose. When implementing the Renovation, the Party saw that strengthening friendship and friendship between neighboring countries and regional stability were the most important prerequisites for national development. For that reason, we have promoted diplomatic activities and cooperation and exchange to get closer to the regional and world markets. Starting with the application to join ASEAN, the achievements between Vietnam and ASEAN in economic cooperation have led to broader exchanges in other areas such as security, culture, education, etc. The change in the Party's cooperation policy, from focusing on the socialist countries to expanding to the world and towards regional organizations, has helped Vietnam's economy recover and develop. In particular, the Free Trade Area (AFTA) has helped Vietnamese goods become more widely distributed, creating conditions for our country to actively participate in international multilateral cooperation forums, making Vietnam one of the key countries in Southeast Asia.

Over 20 years of membership in ASEAN, with the achievements achieving in fact demonstrated economic point of party cooperation with regional organizations is absolutely correct. In parallel with the process of change, recovery, building internal resources from within the Party was very interested in attracting investment and international cooperation.

In the first phase of the renovation, the socialist countries are the same facing practical difficulties. SEV also gradually lost their fulcrum position. Communist Party of Vietnam quickly recognizes the current time is the time to expand further relations with foreign countries and international cooperation, globalization is the common human tendency. Eliminating the political prejudices of the past, our country positively, boldly suggested, calling for investment capital from abroad into Vietnam; making Vietnam become a new potential market for developing countries. Besides, regional factors were also mentioned by Party. For a long time, we just hang around in the socialist block, and put ourselves out relations with Southeast Asia, especially ASEAN countries at that time. The suspicion, misunderstanding led to the Indochina in general and Vietnam in particular suspicion of the existence of a regional organization as well as the real purpose of this organization. When conducting innovation, the Party has shown that, to strengthen friendly friendship between neighbor's nations, and regional stability is the first important thing which will help our country develop.
