The Communist Party of Vietnam is a ruling party, therefore its leadership plays a decisive role in shaping the country's development. To have correct guidance, keen thinking and insightful understanding are necessary. Throughout the period from 1986 to 2010, a time clearly demonstrating the Party's shift in understanding of economic relations with ASEAN countries, from confrontation to dialogue and increasingly deep cooperation.
Over the past 20 years since joining ASEAN, the achievements made in practice have proven that the Party's view on economic cooperation with the regional organization is entirely correct. Alongside the process of change, recovery, and building internal strength, the Party has paid great attention to attracting investment and international cooperation.
In the early stages of the Doi Moi (Renovation) period, our fraternal socialist countries, like us, faced practical difficulties. The SEV (Security, Economic Assistance, and Mutual Economic Assistance) bloc gradually lost its foothold. The Communist Party of Vietnam quickly realized that the time was right to expand relations with foreign countries, and that international cooperation and globalization were the general trends of humanity. Putting aside past political prejudices, our country actively and boldly proposed and called for foreign investment in Vietnam, making Vietnam a new and potentially lucrative market for developed countries. In addition, the regional factor was also addressed and emphasized by the Party. For a long time, we had only focused on the socialist bloc, placing ourselves outside of relations with Southeast Asia, especially the ASEAN bloc at that time. Suspicions and misunderstandings led Indochina in general, and Vietnam in particular, to doubt the existence of a regional organization and its true purpose. With the implementation of the Doi Moi (Renovation) policy, the Party recognized that strengthening friendly relations with neighboring countries and regional stability were crucial prerequisites for national development. Therefore, Vietnam intensified diplomatic activities and cooperative exchanges to move closer to regional and global markets. Beginning with Vietnam's application to join ASEAN, the achievements in economic cooperation between Vietnam and ASEAN led to expanded exchanges in other areas such as security, culture, and education. This shift in the Party's cooperation strategy, from focusing within the bloc of socialist countries to expanding globally and towards regional organizations, contributed to the recovery and development of the Vietnamese economy. In particular, the Free Trade Area (AFTA) has helped Vietnamese goods become more widely available, creating conditions for our country to actively participate in international multilateral cooperation forums, making Vietnam one of the pillar countries in Southeast Asia.

Communist Party of Vietnam is the ruling party. Thus the party has a decisive role in developing trends for the country. To obtain the proper guidelines we need thinking, cognitive acumen. During the period from the year 1986- 2010, which reflected a shift in the perception of the party of economic relations with ASEAN countries: from the confrontation site went to dialogue and deeper cooperation.
Over 20 years of membership in ASEAN, with the achievements achieving in fact demonstrated economic point of party cooperation with regional organizations is absolutely correct. In parallel with the process of change, recovery, building internal resources from within the Party was very interested in attracting investment and international cooperation.
In the first phase of the renovation, the socialist countries are the same facing practical difficulties. SEV also gradually lost their fulcrum position. Communist Party of Vietnam quickly recognizes the current time is the time to expand further relations with foreign countries and international cooperation, globalization is the common human tendency. Eliminating the political prejudices of the past, our country positively, boldly suggested, calling for investment capital from abroad into Vietnam; making Vietnam become a new potential market for developing countries. Besides, regional factors were also mentioned by Party. For a long time, we just hang around in the socialist block, and put ourselves out relations with Southeast Asia, especially ASEAN countries at that time. The suspicion, misunderstanding led to the Indochina in general and Vietnam in particular suspicion of the existence of a regional organization as well as the real purpose of this organization. When conducting innovation, the Party has shown that, to strengthen friendly friendship between neighbor's nations, and regional stability is the first important thing which will help our country develop. Therefore, we have stepped up diplomatic activity, cooperation and exchange, to further closer to the regional market, the world market. Start by applying to join ASEAN, subsequent achievements reached between Vietnam and ASEAN economic cooperation has brought more extensive exchanges in other areas such as security, culture, education ...Changes in the way of cooperation of the Party, from centralized intra socialist countries to extend to the world and towards the regional organizations has led to Vietnam's economic development recovery. Especially the free trade area (AFTA) has helped Vietnam goods more widely disseminated, creating conditions for our country to actively participate in the multilateral forum of international cooperation, making Vietnam become one of the pillars of the country in Southeast Asia.
