10. Summary of thesis results:

The author has studied the theories on policies, organizations, and activities of science and technology (S&T), as well as the current status of implementing autonomy and self-responsibility in research and development activities of public S&T organizations according to Decree No. 115/2005/ND-CP. From there, he analyzed and identified barriers in implementing autonomy and self-responsibility of S&T organizations and proposed solutions to overcome those barriers.

The barriers to the implementation of autonomy and self-responsibility of science and technology organizations mainly come from the autonomy rights stipulated in Decree No. 115/2005/ND-CP. The barriers to autonomy give rise to barriers to autonomy capacity and spirit. Therefore, the author proposes solutions to overcome the barriers to autonomy capacity by innovating in organization and innovating in investment, management, and use of equipment serving scientific research.

A system of theoretical basis for science and technology organizations to research and analyze the advantages and difficulties in implementing the transition to an autonomous and self-responsible mechanism as prescribed in Decree No. 115/2005/ND-CP.

Then, the author identifies and analyzes barriers in autonomy, self-responsibility process of the science and technology public organizations and proposes solutions to overcome these barriers.

Barriers in autonomy, self-responsibility execution of the science and technology organizations are mainly derived from autonomy is defined in Decree No. 115/2005/ND-CP. These barriers of autonomy create the barriers of autonomy capacity and autonomy spirit. Therefore, the author proposes solutions to surmount the barriers of autonomy capacity is organizational innovation and innovation in investment, management and use of equipment for scientific research
