The thesis has achieved the following results: Based on the research to identify the philosophy, objectives, principles and conditions for implementation, forms of attracting science and technology human resources; analyzing the current situation of the quantity and quality of science and technology human resources in the city; the current situation of attracting science and technology human resources according to projects of Hai Phong city through a number of models of attracting science and technology human resources according to science and technology projects in the area, assessing the problem of attracting science and technology human resources according to projects of the city through the advantages, existing problems and causes of existing problems. The thesis has proposed 04 groups of solutions to attract science and technology human resources according to project objectives of Hai Phong city, including: Promoting the formation of competitive projects to attract science and technology human resources; innovating policies on recruiting and using science and technology human resources; training human resources through projects; innovation of management mechanism, science and technology finance.
With the above results, the thesis topic has demonstrated scientific significance and practicality including: Establishing the philosophy and goals of attracting human resources according to the project's objectives; providing directions for attracting scientific and technological human resources of Hai Phong city according to the project's objectives.

By researching and identifying the philosophy, objective, principles and conditions of implementation, the forms of scientific and technological personnel attraction; analyzing real situations of quantity and quality of scientific and technological personnel; Evaluating real situations of scientific and technological personnel attraction by the project of Haiphong city in the cases of some scientific and technological projects, identifying the strengths, weaknesses and the reasons of the weaknesses of the attraction. The official thesis proposes 04 solutions to attract scientific and technological personnel by the project's objective of Haiphong city, including: To impulse the taking form of projects made by competitive way in order to be able to attract scientific and technological personnel; to innovate the policy for recruiting, employing the scientific and technological personnel; to train personnel through the projects; to innovate the policies scientific and technological of management and finance.
