Thirdly: The thesis clarifies the leadership process in implementing the National Target Program on building new rural areas by the Phu Tho Provincial Party Committee from 2008 to 2014.

Fourth: The thesis highlights the achievements of Phu Tho province in building new rural areas from 2008 to 2014.

Fifth: The thesis has highlighted some experiences of Phu Tho province in building new rural areas after five years of implementation.
