Through the study of viewpoints and the process of directing the implementation of higher education development in Vietnam today, the thesis clarifies a number of issues on the theoretical and practical basis for innovation and development of higher education in Vietnam, such as: concepts, roles, international and domestic experiences in developing higher education. The Party's basic viewpoints on developing higher education from 2001 to present; evaluate the achievements, limitations and causes in the leadership and direction of higher education development in the past time, point out the issues that need to be addressed in innovation and development of higher education in our country. Forecast the influencing factors (subjective and objective); propose directions and solutions for developing higher education until 2020.

Thereby, the thesis shows the development of thinking and awareness of the Party and State on leadership and direction of the development of higher education in Vietnam today to meet the requirements of innovation and national revival.

Through researching perspectives and the process of managing the development of higher education in Vietnam today, this thesis clarifies some issues about rationales and realities to renovate, develop education university in Vietnam, such as: the concept, role and international and domestic experiences in developing higher education; the Party's basic views on the development of higher education from 2001 to present; assess the achievements and limitations in managing the development of higher education in recent years; addressing issues needed to be solved in the development of higher education in our country. The thesis also forecasts impact factors (subjective and objective); solutions provide to develop higher education by 2020.

Thereby, the thesis indicates the development in the awareness of the Party and the State in managing and directing the development of higher education in Vietnam at present to meet the requirements of renovation the country
