10. Summary of the thesis results:

Ho Chi Minh deeply understood the role of education; therefore, he advocated building a new democratic education system where everyone has the right to receive an education, to participate in and benefit from it. "Our country is a democratic country," and therefore, our education system is also a democratic education system. According to Ho Chi Minh, our democratic education system is an education of the people, by the people, and for the people—an education system that fully develops the inherent abilities of the learners.

The person who put forward the views on democracy in educational management stated that democracy is necessary in all teaching and learning activities, as well as in work practices. This requires all stakeholders, from administrators and teachers to students, to have the rights and responsibilities to exercise democracy in order to build a healthy democratic atmosphere, stimulate creativity, and encourage individuals to contribute to the overall development of the school and the education sector.

Over the years, universities in our country have made many efforts to gradually implement the broad ownership rights of all staff, lecturers, and students. The mechanisms and conditions for implementing democracy have improved. Order and discipline in all areas of university activity have been maintained. With these results, most universities in our country have fulfilled their political tasks. However, the process of implementing democracy in our universities currently still has many shortcomings and limitations. Understanding of democracy remains incomplete at many levels of the Party, government, mass organizations, and among staff, lecturers, and students. The expansion of democracy has not truly matched the level of understanding of the various stakeholders in the university...

The research topic proposed general, guiding directions and corresponding specific solutions aimed at exploiting the inherent potential of universities—their highly qualified faculty and students—to build upon achievements, overcome limitations and shortcomings of previous democratic practices, and develop the university.

This thesis provides information and guidance on several solutions for effectively implementing democracy and the Regulations on the Implementation of Democracy in Universities in Vietnam today.

The president Ho Chi Minh incisively discerned the role of education and Headvocated to create the new democratic education system which lets every one have the right to study, take part in and enjoy the education. “Our country is the democratic country” and our education systems are democratic education one. According to the president Ho Chi Minh, the democratic education system is of the people, by the people, for the people that completely develop available competence of learners.

He gave his valuable opinions about the democracy in the education management: in all teaching and learning activities as well as the working styles should be democratic that requires all objects from managers, teachers and students to have the right and responsibility to practice democracy in order to have the effective democratic atmosphere, excite creation and dedication to the development of the universities and the education system.

Over the years, our universities had big efforts step by step to extend self-mastery right among staffs, teachers and students. Mechanism, conditions for democratic exercise have been improved. Orderly routine, disciplined inuniversities activities have been maintained.From those good results, most of our universities have done well the established updates. However, during the process of democracy exercise in our current Universities, a lot of limited existences were found.Awareness of democracy is incomplete in many party levels, governements, unions, staff, teachers and students, yet. The democratic extension is not reallyinadequate for objects` levels in Universities.

The subject actually mentions common orientational guidelines. Come with these guidelines, it is specific solutions to exploit the available capacity from high-level teachers and students in Universities, to promote achievements, to make good the limits and weaknesses of the last democratic exercise processto build and developethe Universities.

The thesis is the information source to orient some solutions for better the democratic exercise and regulation in Vietnam universities currently.
