Ho Chi Minh deeply understood the role of education, therefore, he advocated building a new democratic education in which everyone can study, everyone has the right to participate in and enjoy education. "Our country is a democratic country", so our education is also a democratic education. According to Ho Chi Minh, our country's democratic education is an education of the people, by the people and for the people, an education that fully develops the learners' inherent abilities.

He has put forward views on democracy in educational management, in all teaching and learning activities, as well as in working style, democracy is needed, in which all subjects from managers, teachers and students have the right and responsibility to practice democracy in order to build a healthy democratic atmosphere, stimulate creativity, and the ability to contribute of individuals to the common development of the school and the education sector.

In recent years, universities in our country have made many efforts and tried to gradually implement the broad mastery of all staff, lecturers and students. The mechanism and conditions for implementing democracy have been improved. Order and discipline in the fields of school activities have been maintained. With those results, most universities in our country have completed the political tasks set out. However, the process of implementing democracy in our country's universities today still has many shortcomings and limitations. Awareness of democracy is still inadequate at many levels of the Party, government, unions and staff, lecturers and students. The expansion of democracy is not really commensurate with the level of the subjects in the school...

The topic has proposed general orientations and corresponding specific groups of solutions to exploit the inherent potential of universities, which are highly qualified staff, lecturers and students, promote the achievements, overcome the limitations and shortcomings of the previous democratic implementation process to build and develop the school.

The thesis is a source of information, orienting some solutions to effectively implement democracy and the Regulations on implementing democracy in schools at universities in Vietnam today.

The president Ho Chi Minh incisively discerned the role of education and Headvocated to create the new democratic education system which lets every one have the right to study, take part in and enjoy the education. “Our country is the democratic country” and our education systems are democratic education one. According to the president Ho Chi Minh, the democratic education system is of the people, by the people, for the people that completely develop available competence of learners.

He gave his valuable opinions about the democracy in the education management: in all teaching and learning activities as well as the working styles should be democratic that requires all objects from managers, teachers and students to have the right and responsibility to practice democracy in order to have the effective democratic atmosphere, excite creation and dedication to the development of the universities and the education system.

Over the years, our universities had big efforts step by step to extend self-mastery right among staffs, teachers and students. Mechanism, conditions for democratic exercise have been improved. Orderly routine, disciplined inuniversities activities have been maintained.From those good results, most of our universities have done well the established updates. However, during the process of democracy exercise in our current Universities, a lot of limited existences were found.Awareness of democracy is incomplete in many party levels, governements, unions, staff, teachers and students, yet. The democratic extension is not really inadequate for objects` levels in Universities.

The subject actually mentions common orientational guidelines. Come with these guidelines, it is specific solutions to exploit the available capacity from high-level teachers and students in Universities, to promote achievements, to make good the limits and weaknesses of the last democratic exercise processto build and developethe Universities.
