The thesis has studied, synthesized, and researched in detail the bidding policies of a number of countries/organizations in the world, especially the thesis delves into the bidding policies and regulations currently applied to international loan agreements and contracts in Vietnam. At the same time, the thesis also analyzes the general bidding regulations of Vietnam; the nature of the Law on Bidding; the advantages and disadvantages of bidding; Proposes solutions suitable to the general framework currently applied to international loan agreements and contracts in Vietnam.

Through research and analysis, the thesis also provides solutions, these solutions are classified into four groups: General solutions; Group of specific institutional solutions; Group of specific solutions on management models; Group of solutions on implementation.
