This thesis has explored, synthesized, and researched in considerable detail the bidding policies of several countries/organizations worldwide, particularly focusing on the bidding policies and regulations currently applied to international loan agreements and contracts in Vietnam. Simultaneously, the thesis analyzes Vietnam's general bidding regulations; the nature of the Bidding Law; the advantages and disadvantages of bidding; and proposes solutions that are consistent with the general framework applied to international loan agreements and contracts in Vietnam.

Through research and analysis, the thesis also proposes solutions, which are categorized into four groups: General solutions; Specific institutional solutions; Specific management model solutions; and Implementation solutions.

Improving bidding procedures and processes in the implementation of international commitments in Vietnam.
