10. Summary of thesis results:

The thesis has researched and clarified 3 contents: Theoretical and practical basis of the research problem; Current status of the research problem; Recommendations for solutions to improve the effectiveness of the research problem. The results of this research have clarified the overall picture of current international cooperation activities on network security at the Ministry of Information and Communications.

Nowadays, the use of computer networks is increasing in Vietnam and around the world, and the downside is that the risk of losing network security always threatens each individual and each country. Due to the global connection of the network system, no individual or single country can deal with attacks on this system alone. Therefore, international cooperation is an inevitable requirement in ensuring computer network security.

The Ministry of Information and Communications is the state management agency for activities ensuring civil network security for the entire territory of Vietnam. Therefore, the Ministry is the representative unit of Vietnam in international cooperation activities on civil network security. Since 2009, the Ministry has performed its role well in these activities and that has contributed significantly to improving the capacity to ensure national network security, promoting integration and enhancing Vietnam's position in the international arena.

However, in addition to the positive results achieved, there are still some limitations in terms of legal basis, human resources, technical infrastructure and methods of foreign affairs activities. The thesis has recommended solutions to overcome these limitations, and at the same time proposed new ways to improve the effectiveness of these activities.

This is the first research topic on international cooperation activities in the field of network security at the Ministry of Information and Communications, so the results of the thesis are completely new research results.

11. Practical application:

All the research results of the thesis can be applied in practice right from the present time. Those results help the Ministry of Information and Communications build a database on international cooperation activities in the field of network security at the Ministry; make systematic assessments of these activities; and the Ministry can apply the recommended solutions with high practical application value of the thesis. Reason: the conclusions of the thesis are synthesized from practice; the solutions proposed are based on reality that has been effectively applied; and the author of the thesis has the conditions to put them into practical application in the work at the Ministry of Information and Communications.

12. Further research directions:

Firstly, ensuring network security is not only the activity of the Ministry of Information and Communications, but also the activity of many other ministries and sectors. In particular, international cooperation on network security has been, is being and will be implemented by other units, such as the Ministry of National Defense and the Ministry of Public Security. The thesis has not had the opportunity to deeply evaluate the effectiveness of these activities in other ministries and sectors. Secondly, if a "set of criteria for evaluating the effectiveness of managing international cooperation activities on network security" can be developed for application in Vietnam, it will help improve the quality and effectiveness of this assessment.

Therefore, further, more in-depth studies on these contents are needed.

Thesis researched 3 contents: theoretical and practical basis of the research issue; current status of research issue; recommendations to improve performances of the research issue. All of these clarify the overall of the activities of international cooperation on cyber-security of MIC.

Nowadays, the use of computer network, especially the internet, is more and more popular. Besides, the cyber attack threads can happen for all the users and countries. Because of global connection nobody and not any countries can alone protect themselves on the network. So, international cooperation is needed to secure network.

Ministry of Information and Communications is responsible for civil cyber-security management for the whole Vietnam. Therefore MIC is the representative of Vietnam for all international cooperation in this area. Since 2009 MIC plays this role in the related activities effectively. This contributes to raising the capacity of Vietnam on cyber-security, to tie the relationship between Vietnam and foreign countries, to improve Vietnam image in international community.

But there are still some weaknesses related to legal basis, human resources, technical infrastructure, cooperation methods. Thesis recommends the solutions to resolve this weakness and proposes the new methods to improve the performances of these activities.

This is the first research on this area at MIC, so the results of the thesis are the new ones.

12. Practical applicability, if any:

The research results of thesis have practical applicability right away. These results are able to help MIC to build the database of international cooperation on cyber-security activities, to evaluate throughout all of the MIC activities in this area. And MIC can apply the recommended solutions during their mission completion. Because the conclusions of thesis originate from the reality, the recommended solutions already tested in practical works and the author of thesis is working in this area at MIC.

13. Further research directions, if any:

First, cyber-security is not the job of MIC alone. It needs the cooperation of many ministries, such as Ministry of Defense, Ministry of Public Security. Thesis still has not conditions enough to evaluate the activities in all those Ministries. Second, if the benchmark of international cooperation on cyber-security management is built, it will help to evaluate the performances of these activities in Vietnam.

So it is needed to have the further researches on the above two contents.
