9. Summary of thesis results:

The National Target Program on New Rural Development is of special strategic importance to our Party and State in order to concretize the implementation of the Resolution of the 7th Conference of the Party Central Committee (10th tenure) on agriculture, farmers and rural areas. Together with the whole country, the Party Committee and people of Bac Giang province are determined to build rural areas in a sustainable direction, linking rural cultural development with agricultural development and new rural development, linking the issues of agriculture, farmers and rural areas with the cause of industrialization and modernization.

However, building a new countryside is a new and difficult task, with a huge amount of work to be done, requiring a lot of effort, time, money and following a certain roadmap, suitable to the conditions of the country, of the localities, and of the farmers themselves. In addition to the initial results achieved, in the process of implementing the Program in Bac Giang province, there are still some difficulties and limitations due to both subjective and objective reasons.

The author has carried out the thesis topic "Identifying barriers in implementing new rural construction policies in Bac Giang province"The author focused on solving the following problems:

Chapter 1: Theoretical basis of the topic, the author focused on clarifying concepts related to the Theoretical basis of the topic, the author focused on clarifying concepts related to rural areas, new rural areas, new rural models. On that basis, the new rural model was analyzed.What is the Central Government's policy on new rural construction?

In chapter 2, the author presents an overview ofCharacteristics of agriculture, farmers and rural areas in Bac Giang provinceand at the same time analyze and evaluateEvaluate the results of implementing the new rural construction policy in the province from 2011 to present.

It can be said that the implementation of the National Target Program on New Rural Construction in the province has achieved many positive results. However, besides that,, in the process of implementing the Program in Bac Giang province, there are still some difficulties and limitations. Those difficulties and limitations have become major barriers affecting the progress of the Program implementation.

In Chapter 3, the author presents the viewpoints, goals and solutions to remove barriers. To overcome these limitations, the author has proposed a system of solutions to contribute to the successful implementation of the National Target Program on New Rural Development in Bac Giang province. The groups of solutions focus on solving the problems that are difficulties and "barriers" in the implementation of the National Target Program on New Rural Development in the province, namely:

Solutions to raise awareness of new rural construction, Solutions to remove barriers to setting inappropriate criteria for regions; Solutions on policy mechanisms; Group of solutions on resources; Solutions to attract businesses to invest in rural areas; Solutions on planning and planning management; Solutions on culture

The above topic comes from the actual research situation and is completely applicable in practice in Bac Giang province and other localities in the country.

Program National target of constructing new rural areas is the specially important strategic policy of the Party and the Government, in order to concretize the implementation of the 7^thexecutive committee central party's conference (Course X) about agriculture, farmers and rural areas. Together with other provinces, party committee and people in Bac Giang are strongly determined to build rural areas durably, to be unanimous the construction of rural culture with the development of agriculture and new rural area construction, to append the issues of agriculture, farmers and rural areas to the issues of industrialization - the modernization.

However, constructing new rural areas is not only a new duty with difficulties, huge workload recommended huge efforts, time and money but also need to draw a fixed way and method suitable for national conditions, provinces and farmers. Besides initial achievements, there are still difficulties and limitations – from both objective and subjective sides – when deploying the Program in Bac Giang.

To research the topic “Recognizing barriers when constructing new rural policy in Bac Giang area”, the writer concentrates on solve these issues:

Chapter 1: Rationale of the topic – the writer focuses on analyzing the definitions related to the rationale, concepts related to rural areas, new rural areas, new rural model. Based on that, the writer analyzes the new rural model under the directives of the Government about the issue how to build new rural areas.

Chapter 2: the writer shows basically the features of agriculture, farmers and rural areas in Bac Giang and also analyzes and evaluates Achievements of the new rural construction implementation in the province from 2011 up to now.

We can say that the deployment of Program National target of constructing new rural areas in Bac Giang has gained many good achievements. However, there are still difficulties and limitations when deploying the Program in Bac Giang. Those difficulties and limitations are becoming barriers avoiding the rate of progress of the implementation from being on time.

Chapter 3, To overcome those limitations, the writer has given forward solutions contributed on carrying out the program National target of constructing new rural areas in Bac Giang. The solutions which concentrate on solving the limitations, difficulties – “barriers” with the implementation of the National Target, are: The solution to improve the awareness of constructing new rural areas, the solution for removing barriers in making criteria for each area and region, the solution for policy and regulations, the solution for human resources, the solution for attracting foreign enterprises to invest on rural areas, the solution for project and project management, the solution for culture.
