Systematizing the basic theoretical issues regarding social insurance policy.

Identifying policy shortcomings: These include errors and inconsistencies in legal documents regarding social insurance: mandatory social insurance schemes are inconsistent and inappropriate; regulations on voluntary social insurance are not attractive enough to participants; unemployment insurance regulations lack equality; regulations on the social insurance fund are unreasonable; and social insurance implementation procedures are still complicated.

Propose recommendations to improve social insurance policies.

11. Practical applicability: The recommendations submitted to the Drafting Committee of the Social Insurance Law – Ministry of Labour, Invalids and Social Affairs, aim to provide the drafting committee with a perspective from a worker and a researcher on social insurance policies, thereby contributing to the improvement of the policy.

Systemize basic theory issues on Social Insurance Policies.

Identify problems on the policies. They are disadvantaged, impractical adaptations of legal documents on Social Insurance: Compulsory Social Insurance regimes are inconsistent and unadaptable; Regulations on voluntary Social Insurance do not affect many paticipants; Reguations on unemployment Insurance show inequality; Regulations on social Insurance Funds are not reasonable; Procedures of implementing Social Insurance are complex;

Proposals on improving Social Insurance Policies.

11. Practical applicability: Proposals are submitted to Board of preparing Social Insurance Law - Ministry of Labor Invalids and Social Affairs Vietnam to show acknowledgment of an employee, a researcher on Social Insurance Policies, thereby contributing to improve the Policies.
