The innovation of traditional construction technology with new technologies in Vietnam is inevitable. However, this is an extremely difficult and complicated task because the innovation of technology is affected by many factors, in which one of the important factors that rapidly changes construction technology is financial instruments. Topic: "Encouraging small and medium enterprises to conduct technological innovation by financial instruments" focuses on: Proving that financial instruments can encourage technological innovation in small and medium enterprises operating in construction, thereby finding solutions for technological innovation in small and medium enterprises operating in construction using financial instruments such as Capital Policy; Credit and banking policy; Tax policy; Stock market; Financial leasing. This is a fairly new topic and has not been systematically researched in Vietnam. The thesis 'Encouraging small and medium construction enterprises in renovating technology of construction with financial tools' focuses on proving that financial tools can encourage the renovation of technology in small and medium construction enterprises, so that its author can find some solutions to the renovation of technology in small and medium enterprises construction with such financial tools as Capital Policies, Crediting and Banking Policies, Tax Policies, Securities Markets, and Financial Leases.
