10. Summarize the new findings of the thesis.

This thesis analyzes the theoretical basis of the quality of commune-level officials and civil servants, systematizes the views of the Party and the State on commune-level civil servants; develops the concept, tasks, position, role, and clarifies the evaluation criteria and factors affecting the quality of commune-level officials and civil servants. It surveys and analyzes the current state of the quality of commune-level officials and civil servants in Yen Son district, highlighting achievements, existing shortcomings and limitations that need to be addressed, as well as analyzing the causes of limitations affecting the quality of grassroots civil servants in Yen Son district. It proposes directions and solutions to improve the quality of commune-level officials and civil servants in Yen Son district to meet the requirements of the reform process and the building of a rule-of-law state of the people, by the people, and for the people.

11. Based on theoretical analyses and practical research in Yen Son district, Tuyen Quang province, the research results of this thesis are valuable reference documents in summarizing practical experiences regarding the team of commune-level officials and civil servants.

Clarify the tasks, positions, and roles of commune-level officials and civil servants; and the factors affecting the quality of commune-level officials and civil servants in the current period.

The thesis analyzes theoretical basis on the required qualities of commune-level civil servants, categorizes the perspectives of the Communist Party of Vietnam and the Government on commune-level civil servants; forms their definition, duties, roles; and clarifies the criteria and factors affecting the qualities of commune-level civil servants. The study also conducts a survey and analyzes the reality of their qualities in Yen Son district in which it emphasizes its achievements as well as drawbacks limiting the qualities of commune-level civil servants in Yen Son district. Finally, the study recommends some solutions to improve their qualities in order to meet the demands from the innovation and the building of a socialist rule-law state of the people, by the people, for the people.
