10. Summary of new results of the thesis

The thesis analyzed the theoretical basis of the quality of communal-level cadres and civil servants, systematized the views of the Party and State on communal-level civil servants; developed the concept, tasks, position, role and clarified the evaluation criteria, factors affecting the quality of communal-level cadres and civil servants. Surveyed, analyzed and evaluated the current status of the quality of communal-level cadres and civil servants in Yen Son district, in which the achievements, shortcomings and limitations that need to be overcome were pointed out as well as analyzed the causes of limitations to the quality of grassroots civil servants in Yen Son district. Proposed directions and solutions to improve the quality of communal-level cadres and civil servants in Yen Son district to meet the requirements of the cause of innovation and building a rule-of-law state of the people, by the people, for the people.

11. From theoretical analysis and practical research in Yen Son district, Tuyen Quang province, the research results of the Thesis are valuable reference documents in summarizing practices on the team of cadres and civil servants at the commune level.

The thesis analyzes theoretical basis on the required qualities of commune-level civil servants, categorizes the perspectives of the Communist Party of Vietnam and the Government on commune-level civil servants; forms their definition, duties, roles; and clarifies the criteria and factors affecting the qualities of commune-level civil servants. The study also conducts a survey and analyzes the reality of their qualities in Yen Son district in which it emphasizes its achievements as well as drawbacks limiting the qualities of commune-level civil servants in Yen Son district. Finally, the study recommends some solutions to improve their qualities in order to meet the demands from the innovation and the building of a socialist rule-law state of the people, by the people, for the people.
