The thesis has systematized and deepened the general theoretical issues concerning political parties, ruling parties, especially the theory of ruling communist parties.

Based on a thorough understanding of the foundations, development, and fundamental content of Ho Chi Minh's thought on the ruling Communist Party during the period 1945-1954, this thesis analyzes and highlights the theoretical and practical value of Ho Chi Minh's thought on the ruling Communist Party of Vietnam during the period 1945-1954 in relation to the building and rectification of the Communist Party of Vietnam in the current period.

This thesis contributes to a deeper understanding of theoretical issues concerning political parties, ruling parties, and ruling communist parties.

Building upon and developing Ho Chi Minh's earlier views on the Communist Party as the organization with the historical mission of leading the Vietnamese revolution to victory, this thesis clarifies the theoretical and practical basis for the formation and fundamental content of Ho Chi Minh's thought on the ruling Communist Party during the period 1945-1954.
