Improving the effectiveness of state management in protecting industrial property rights for trademarks and trade names in Bac Lieu province in the current period is crucial. It helps promote innovation, encourage healthy competition, and enhance the competitiveness of products and services.

Among the solutions, the most important is building a policy on inspection, supervision, and coordination among state management agencies in protecting industrial property rights for trademarks and trade names in Bac Lieu province. Strengthening and enhancing the capacity of management and enforcement agencies in protecting industrial property rights includes: clearly defining the tasks and powers of management and enforcement agencies; ensuring that agencies have sufficient capacity (organization, personnel, professional expertise, working conditions) to proactively and effectively perform their functions and tasks; and strengthening the coordinated actions of these agencies.

To address the overlapping and shirking of responsibility among management and enforcement agencies in the protection of industrial property rights, consideration should be given to reassigning the functions and tasks of each agency in the following direction: "A single agency should be designated as the focal point, acting as a 'window' to receive administrative requests, process those requests, propose solutions, and suggest the agency responsible for implementing those solutions. The request, along with the processing results, should be sent to the aforementioned agency for review and decision-making. This agency could be a specialized inspectorate."

A Steering Committee for Combating Infringement of Industrial Property Rights will be established to assist the Prime Minister in directing and organizing activities to protect industrial property rights nationwide. Simultaneously, each province and city will also have a Steering Committee for Combating Infringement of Industrial Property Rights to assist the Chairperson of the Provincial People's Committee in directing activities to protect industrial property rights.
