- The thesis analyzes and clarifies the role of youth in general, youth in residential areas in particular in the cause of industrialization and modernization according to the viewpoints of Marxism-Leninism, Ho Chi Minh's thought and our Party; evaluates the current situation of youth in wards and communes and the work of developing party members among youth of the Party Committees of wards and communes in Ha Tinh city from 2007 to present. From there, analyze and synthesize data and the current situation of party member development work, as a basis for evaluating advantages, analyzing existing problems, limitations; causes of limitations and drawing lessons from the work of developing party members in residential areas.

- Based on the advantages and limitations of party member development work, propose some solutions to improve the party member development work of the Party Committees of wards and communes in Ha Tinh city in the coming time.

- The thesis can be used as a reference document in research and practical guidance on party member development work of ward and commune party committees.

- This thesis analyzes and clarifies the role of youth in the arenas of modernization and industrialization based on the Party's view of Marx-Lenin and Ho Chi Minh's ideology; assess the current situation of youth in wards, communes and the youth party member development process of Party Committee of Ha Tinh from 2007 to present. From wich, analyze and synthesize the data and current situation of the Party member development, to be used as basis for evaluating advantages, analyzing limitations; causes of limitations and lessons for the Party member developement work in the local area.

- Based on the advantages and limitations of the party member development process, it suggests some solutions to better develope party members for Ha Tinh wards and communes Party Committees in the comming future.
