- This thesis analyzes and clarifies the role of youth in general, and youth in residential areas in particular, in the cause of industrialization and modernization according to the viewpoints of Marxism-Leninism, Ho Chi Minh Thought, and the Party; it assesses the current situation of youth in wards and communes and the work of developing Party members among youth in ward and commune Party committees in Ha Tinh city from 2007 to the present. From there, it analyzes and synthesizes data and the current state of Party member development work, providing a basis for evaluating strengths, analyzing shortcomings and limitations; identifying the causes of limitations and drawing lessons learned from Party member development work in residential areas.

- Based on the strengths and weaknesses of party member development work, propose some solutions to improve party member development work in ward and commune Party committees in Ha Tinh city in the coming period.

- This thesis can be used as a reference document in research and practical guidance for the work of developing Party members in ward and commune Party committees.

From wich, analyze and synthesize the data and current situation of the Party member development, to be used as basis for evaluating advantages, analyzing limitations; causes of limitations and lessons for the Party member developement work in the local area.
