- The thesis studies a number of theoretical issues on policy, public policy and modernization and the impact of rural transport development policy on the process of agricultural and rural modernization.
- Analyze and clarify the main factors affecting the implementation of rural transport development policies and the effectiveness of the policies in Ha Tinh province.
- Synthesize and analyze the current status of rural transport development policy implementation and the effectiveness of the policy on political, economic, social and cultural aspects in Ha Tinh province from 2006 to present.
- Finally, the thesis points out the achievements, limitations and lessons learned in the process of implementing this policy.

The thesis can be used as a reference document for research and reference in policy planning for rural transport development in Ha Tinh province.

The author developed this topic at the doctoral level to apply political science knowledge to research public policy in Vietnam. If the thesis is developed, it can be expanded to some provinces in the Central region.
- The thesis can expand the research period to have more systematic and comprehensive analysis of rural transport development policy of Ha Tinh province in the past as well as present. In addition, it is possible to apply new theories on public policy to apply to research this issue from a political science perspective.
