In Chapter 1, the author clarified the relevant theoretical basis, including the concept, role, criteria for evaluating effectiveness, and conditions for implementing effective television news program production methods.

In Chapter 2, alongside surveying and comparing the current state of applying methods for producing general news programs at Vinh Long and Dong Thap Radio and Television Stations, the author also conducts audience surveys and interviews with management staff and those involved in producing local news programs to form arguments, highlighting the advantages and limitations in applying current news program production methods at local television stations.

In order to innovate and improve the production methods of general news programs at local radio and television stations in the Northern Hau River region, the author proposes focusing on solutions regarding human resources, organizational structure, technology, and cooperation and production linkages between specialized departments of local television stations. In addition, some recommendations are made to the leadership of the television stations, the program production team, and a proposal for a converged production model for news programs of local television stations.

In Chapter 1, the author has clarified the theoretical basis related to the topic such as concepts, roles, efficiency evaluation criteria and conditions for effective production methods of television News programs.

In Chapter 2, the author surveys and compares the current situation of applying the production methods of News programs of Vinh Long and Dong Thap Radio – Television stations. At the same time, the author also collected the opinion of the audience, interviewed the management staff and participants in the production of local News programs to form arguments and point out the advantages and limitations in the current mode of News program production at the local TV stations.

In order to renovate and improve the mode of News program production at the local Radio - Television stations in the North of Hau River, the author proposes to focus on solutions: human resources, organizational structure, engineering - technology and production cooperation and association between specialized departments of the local Television station. Besides, there were a number of recommendations to the leaders, program production team and proposed convergent production models for local TV stations' News programs.
