11. Summary of thesis results:
“It can be affirmed that implementing the policy to support student startups plays an important role in promoting the spirit of innovation and economic development among students. It helps students to test their ideas, build startup projects with low risks, thereby gradually forming and developing young businesses with the potential to contribute positively to the socio-economic development of the country. However, the implementation of the policy to support student startups in educational institutions, including VNU, Hanoi, faces many barriers, leading to difficulties in the process of students accessing this preferential policy.
In the thesis, the author has overviewed the barriers in implementing the policy to support student start-ups in chapter 1, including the definition of the policy to support student start-ups and the main components of the policy. These 04 components include: providing information, training knowledge and skills, legal and financial support, as well as arranging facilities. The author also identified 04 groups of corresponding theoretical barriers, creating the premise for practical analysis in chapter 2.
In Chapter 2, the author focuses on the current status of barriers in implementing policies to support student startups at VNU. The author conducts a policy overview, identifies and analyzes barriers, points out the causes as well as proposes solutions. The results show that theoretical barriers all appear in practice at VNU, including lack of information, limitations in skills training, ineffective legal and financial support, and limitations in facilities. These barriers stem from limitations in policy content, human resources, finance, facilities, and startup culture. On that basis, 05 groups of solutions are proposed to overcome them, including perfecting policy mechanisms, strengthening human resources, finance, facilities, and improving the quality of policy communication.
In theory, the thesis has systematized the theoretical basis of policy and policy implementation, startup support policy, and at the same time built a framework of theoretical barriers affecting the implementation of student startup support policies. In practice, the thesis has analyzed the current situation and identified barriers in the implementation of student startup support policies of VNU from 2022 to present, thereby proposing solutions to overcome barriers to policy implementation for universities and colleges across the country in general and VNU in particular.
12. Practical applicability: The research results provide a scientific basis for educational institutions, especially VNU, to identify and overcome barriers in implementing policies to support student start-ups. Proposed solutions, including improving policy mechanisms, increasing resources and improving communication quality, can be applied in practice to promote policy effectiveness. Thereby, contributing to creating a favorable environment for students to test ideas, develop young businesses and make positive contributions to the socio-economy.

However, the implementation of such policies in educational institutions, including Vietnam National University, Hanoi, faces significant barriers, leading to difficulties for students in accessing these preferential policies.
In the thesis, the author provides an overview of the barriers in implementing policies supporting student entrepreneurship in Chapter 1, including definitions and key components of such policies. These components consist of information provision, knowledge and skill training, legal and financial support, and facility allocation. The author also identifies four theoretical barrier groups as a foundation for practical analysis in Chapter 2. In Chapter 2, the author focuses on the current barriers in implementing policies supporting student entrepreneurship at Vietnam National University, Hanoi. The author reviews policies, identifies and analyzes barriers, determines their causes, and proposes solutions. The findings reveal that theoretical barriers are present in practice at Vietnam National University, Hanoi, including a lack of information, limitations in skill training, ineffective legal and financial support, and inadequate facilities. Practically, the thesis analyzes the current situation and identifies barriers in the implementation process of policies supporting student entrepreneurship at Vietnam National University, Hanoi, from 2022 to the present. It then proposes solutions to overcome these barriers for universities and colleges national, especially at Vietnam National University, Hanoi."

This contributes to creating a favorable environment for students to experiment with ideas, develop young businesses, and positively impact socio-economic development.
