This study focuses on the development of event-based tourism products in Ninh Binh, applying a qualitative research method combining Butler's (1980) TALC (Tourism Destination Life Cycle) model, Donald Getz's (2008) "Event Tourism" theoretical framework, and Freeman's (1984) Stakeholder Theory. This method provides a comprehensive theoretical foundation for in-depth analysis of relevant aspects. Research data was collected through semi-structured in-depth interviews with five main groups, including the local community, tourism businesses, event organizers, local authorities, and tourists. The research results emphasize that the development of event-based tourism products requires establishing an effective cooperation mechanism among stakeholders to ensure a balance of interests. Simultaneously, the application of advanced management tools and the development of long-term strategies based on local cultural characteristics and resources are crucial for promoting sustainable development. The study also identifies that event-based tourism products in Ninh Binh are currently in the development stage within the TALC model, providing a basis for proposing improvement strategies to enhance the quality of visitor experience through innovation in event design and organization.
